There is hereby created the position of Land Use Administrator in the Borough of Edgewater.[1]

The Land Use Administrator shall be appointed by the Mayor and Council. The term of office shall be for one year, commencing on January 1 of each year.
The Land Use Administrator shall have the following duties and responsibilities:
A. 
The Land Use Administrator shall review and process applications for any land use approval required by statute or ordinance, including but not limited to site plans, subdivisions, variances, conditional uses and change of use approvals.
B. 
The Land Use Administrator shall determine the appropriate land use agency which is required to consider and determine filed applications.
C. 
The Land Use Administrator shall be responsible for reviewing applications for land use agency approval and shall determine whether such applications are complete. In connection therewith, the Land Use Administrator shall be responsible for providing the certification as to completeness required by N.J.S.A. 40:55D-10.3. In the event that an application for development is incomplete, the Land Use Administrator shall notify the applicant, in writing, of the deficiencies in such application within 45 days from the date of submission of the application.
D. 
The Land Use Administrator shall be responsible for developing agendas for the respective land use agencies consistent with the directives from each board. In addition, the Land Use Administrator shall attend meetings of both the Planning Board and Board of Adjustment, advise such boards on matters relating to development and construction and be responsible for publishing the decisions of land use agencies as required by N.J.S.A. 40:55D-10i.
E. 
The Land Use Administrator shall review development applications and may advise the appropriate land use agencies regarding the nature of the application and its consistency to or deviation from applicable zoning and land use regulations.
The compensation to be paid to the Land Use Administrator shall be as set forth in the annual Salary Ordinance of the Borough.
