The Common Council shall adopt ordinances to carry into effect the provisions of this charter.
The certification of appointment to any office of this city, duly signed by the City Clerk, and sealed with the corporate seal, shall be prima facie evidence of such appointment in all courts and elsewhere in this state.
Each Board and commission created hereby shall keep books properly indexed, in which shall be kept a record of all proceedings, resolutions and rules adopted by it, and an accurate statement of all moneys disbursed by it and for what purposes, which books shall be kept on file with the City Clerk and shall be open to inspection by the inhabitants of the city.
14.20.1 Upon the adoption of this charter, the previous Charter of the City of Glens Falls, New York, being chapter 29 of the Laws of 1908 and the acts amendatory thereto, is repealed, except that with respect to: (1) the 1964 budget, (2) budget procedures, (3) fiscal year, (4) levy and collection of taxes, (5) term of office of elective officers, and (6) limitation on consecutive years in any one elective office, it shall remain in effect until the dates indicated in Section 14.28
14.20.2 Upon the adoption of this charter, all laws and parts of laws relating to or affecting the City of Glens Falls remaining in force when this charter shall take effect are hereby repealed and superseded to the extent that any of them are inconsistent with the provisions of this charter, and no further.
14.20.3 The local laws and ordinances of this city, and the rules and regulations of all officers and Boards thereof, in force at the time this charter takes effect shall, so far as they are not inconsistent with the provisions of this charter, continue in full force and virtue until changed, rescinded or altered by the proper authorities.
14.20.4 Wherever this charter provides for an office, Board or commission by the same name or title as existed under the prior charter the incumbent or incumbents of such prior office, Board or commission upon the effective date of this charter shall continue as officers or members of the Boards or Commissions, respectively, for the remainder of their unexpired terms.
14.22.1 The powers which are conferred and the duties which are imposed upon any officer, bureau, Board or department of the city under any statute of the state, or any city ordinance, shall, if such office, bureau, Board or department be abolished by this charter, be thereafter exercised and discharged by the officer, bureau, Board or department upon which is imposed corresponding or like duties, powers and functions and pursuant to the provisions of this charter.
14.22.2 The adoption of this charter shall not affect any action already existing or accrued, or any liability incurred by reason of any violation of a law heretofore existing or any suit or proceeding already instituted, or action had under the laws or ordinances, unless expressly provided in this charter.
If any clause, sentence, paragraph or part of any section shall for any reason, be adjudged by any court of competent jurisdiction to be invalid, such judgment shall not affect, impair or invalidate the remainder thereof, but shall be confined in its operation to the clause, sentence, paragraph or part thereof, directly involved in the controversy in which such judgment shall have been rendered.
Upon the acceptance of this charter, the Common Council, in preparing the budget for 1964, shall provide for revenues necessary to meet obligations and expenditures for a thirteen-month period, from the beginning of the fiscal year on December 1, 1963, to the beginning of the succeeding fiscal year, January 1, 1965.
This charter shall take effect on the first day of January, 1964, except that its effective date for the following matters shall be as indicated in each case:

Sections 12.20; 12.22; 12.24; 12.26; 12.28; 12.30; 12.32 and 12.34 shall not become effective until September 15, 1965, as the procedures provided for therein apply to taxes imposed upon real estate for city budgetary purposes for the fiscal year December 1, 1963, through December 31, 1964.
