Customer-generated electrical service is any service in which
the customer generates electric service through any means other than
that service the Borough provides to the service point. Customer-generated
electric includes solar photovoltaic, wind turbine, steam turbine,
or any other generated source of electricity.

A written application for customer-generated electric service
shall be required by the owner of the property and/or premises. This
application for customer-generated electrical service shall establish
the property owner's responsibility for compliance with all relevant
laws, rules and regulations, and fees of the Borough.

A copy of a cut sheet of all proposed equipment, line diagram,
and inverter certification indicating the inverter is that of a non-islanding
type must accompany every application of service.

Every customer-generated electric service shall be inspected
by a third-party Borough-recognized inspection agency upon installation
and every year by July 1, or when the equipment has been replaced
or is subject to maintenance. All inspection fees shall be the responsibility
of the customer and not the responsibility of the Borough.

It shall be the responsibility of the customer who generates
electric for all testing of the protection systems. Testing procedures
shall include a functional test of all protective elements of the
installation up to and including tripping of generation, inverter,
and interconnection point. Every test must be witnessed and approved
by Borough personnel.

All customer-generated electric systems must be in compliance with Chapter
27, Zoning, and all other applicable building codes and ordinances adopted by the Borough.

It shall be prohibited for any person to provide an interconnection
of customer-generated electric to any other parcel other than the
parcel upon which the generation equipment is located.

The Borough Council shall establish an interconnection fee for
every customer-generated electric service constructed within the Borough.
The fee shall be made part of the Borough Fee Schedule.

It shall be required that every customer who produces and/or
uses customer-generated electric use a net meter and that the net
meter be that of a type, make, and model approved by the Borough.

It shall be the intent of the Borough to permit customer-generated
electric to offset customer electric charges and not for the Borough
to purchase customer-generated electric. Customer-generated electric
will be reconciled on a monthly-billing-cycle basis; and if the customer
generates more electric than utilized, the customer will receive a
credit up to the amount of monthly consumption.

The Borough shall, upon failure of a customer to comply with
any provision of this Part 7, disconnect or caused to be disconnected
that customer's service from Borough-provided electric until
such time as the provisions of this Part 7 are complied with.

Any person who shall violate any provision of this Part 7 shall,
upon conviction thereof, be sentenced to pay a fine not exceeding
$600 and costs and, in default of payment thereof, shall be subject
to imprisonment for a term not to exceed 30 days. Each day that a
violation of this Part 7 continues shall constitute a separate offense.
