An animal control officer shall either be appointed or retained as an independent contractor by the Board of Supervisors.

Such officer shall have the power and responsibility for the enforcement of dog control as defined in §§ 101 et seq. of this Chapter and as defined in the Dog Law; provided, that he or she shall not have the power to make arrests under this Code or any Act of Assembly.
2. 
The said officer shall learn and carry out the provisions of this Chapter 2 and the Dog Law.
