A. 
The position of Open Space Director of the Township of Allamuchy is hereby established.
B. 
The term of the initial Open Space Director shall commence upon his or her appointment and shall run through December 31, 2003. Thereafter, the Open Space Director shall serve a two-year term commencing on January 1 and terminating on December 31 of the year following the appointment.
C. 
The Open Space Director shall be appointed by the Mayor with the advice and consent of the Council.
The Open Space Director shall have the following duties:
A. 
To maintain an inventory of open space areas within the Township. For purposes of this chapter, "open space areas" shall mean those areas owned and maintained by the Township and that are subject to deed or other restrictions prohibiting their development for commercial and residential purposes.
B. 
To increase public awareness of the availability of the open space areas for recreational purposes and to promote the appropriate use of these areas.
C. 
To suggest rules and regulations concerning the use of open space areas, provided that any such rules and regulations shall be subject to review by Mayor and Council and shall not take effect until formally adopted by ordinance.
D. 
To observe and monitor open space areas, determine whether persons are using those spaces in compliance with the rules and regulations concerning the use of same and issue summonses for violations of the rules and regulations.
E. 
To serve as a liaison with state and county agencies with respect to open space issues.
F. 
To report to the Mayor and Council and inform the Mayor and Council of issues and events affecting or pertaining to open space issues.
Upon any vacancy in the office of Open Space Director, the Mayor shall appoint an individual to serve as Open Space Director for the remainder of the unexpired year.

The purpose of this article is to create the administrative mechanisms needed for the execution of Allamuchy Township's responsibility to assist in the provision of affordable housing pursuant to the Fair Housing Act of 1985.
As used in this article, the following terms shall have the meanings indicated.
MUNICIPAL HOUSING LIAISON
The employee charged by the governing body with the responsibility for oversight and administration of the affordable housing program for the Township of Allamuchy.
A. 
Establishment of position of Municipal Housing Liaison. There is hereby established the position of Municipal Housing Liaison for the Township of Allamuchy.
B. 
Subject to the approval of the Council on Affordable Housing (COAH), the Municipal Housing Liaison shall be appointed by the governing body and may be a full- or part-time municipal employee.
C. 
A Municipal Housing Liaison shall be responsible for oversight and administration of the affordable housing program for the Township of Allamuchy and to act as a liaison to any contracting agency for housing services, the developers of low- and moderate-income housing and COAH.
D. 
Subject to approval by COAH, the Township of Allamuchy may contract with or authorize a consultant, authority, government or any agency charged by the governing body with the responsibility of administering the affordable housing program of the Township of Allamuchy.
E. 
Compensation. Compensation shall be fixed by the governing body at the time of the appointments of the Municipal Housing Liaison.
