A heliport, helistop or helipad and any other surface (water,
land or structure) which is specifically adapted to and/or used primarily
or maintained for the landing and takeoff of such aircraft.

The minimum size of the landing area shall be 200 feet square
or a circle with a diameter of 200 feet, and shall not be located
closer than 300 feet to any private property or school playground,
stadium or other place of outdoor assemblage.

The landing pad shall be a minimum size of 60 square feet.

The site should be approachable from at least two sides; and
provide sufficient clearance as to allow take-offs and landings from
the outer limits of the touch down pad according to rules set out
by PennDOT Bureau of Aviation.

A site located adjacent to water shall have a boat, such as
a rowboat, tied at the landing pad to aid possible rescue operations.

A wind direction indicator shall be provided. In the case of
night operation, the navigation facility shall be lighted.

In the case of roof-top heliports, special consideration will
be given to each site.

Permits for establishing and operating sites shall be issued
to the owner(s) or lessee(s) of such sites by the Township Manager/Safety
Director within 45 days after approval by the North Strabane Township
Zoning Hearing Board on payment of $100 and further provided that
such sites shall only be located in Industrial and Commercially Zoned
Districts of said Township, and further provided that:
1.
The site has been inspected and licensed by the Bureau of Aviation
of the Pennsylvania Department of Transportation as complying with
PennDOT Bureau of Aviation approach corridor, design and other safety
criteria; and
2.
The site has received such approval and clearance from the Federal
Aviation Administration (FAA) as may be required by the Federal Aviation
Regulations.

The permit shall be deemed automatically revoked if:
1.
PennDOT Bureau of Aviation revokes the license or refuses to re-license
the site after one of its periodic inspections; or
2.
The FAA withdraws or revokes its approval or clearance, if initially
required; or
3.
Thirty days after the Township Manager/Safety Director has notified
the permit holder at its last known address, in writing, that the
site is no longer in compliance with the requirements of the Township
herein, from the initial acquisition of the permit, provided the defect(s)
has not been cured within such thirty-day period.

When the site permit has been revoked, the owner(s) or lessee(s)
shall forthwith cause the site to be closed to all helicopter operations
by publishing such notices and warnings and employing such markings
as are customary to accomplish such purpose.

This Part 3 shall apply to sites established hereafter.

No unauthorized person may disturb, remove, conceal or withhold
any part of a civil aircraft involved in an accident, or any property
which was aboard such aircraft at the time of an accident.

Any person, firm or corporation who shall violate any provision of this Part 3, upon conviction thereof in an action brought before a district justice in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this Part 3 continues or each Section of this Part 3 which shall be found to have been violated shall constitute a separate offense.
