In this Part, the word PERSON shall mean and include any natural
person, partnership, association, firm or corporation. The singular
shall include the plural; the plural shall include the singular; and
the masculine shall include the feminine and the neuter.

No person shall conduct any street parade, street meeting, or
public gathering of any nature, involving participation by five or
more persons, upon any street in the Township of North Strabane without
first having obtained a permit from the Township Secretary. Such permit
shall be issued without payment of a fee. The application for such
permit shall be made to the Township Secretary in person, at least
24 hours before the commencement of such parade, meeting or gathering.
Such permit shall state the time and place of such parade, meeting
or gathering, and the route in the case of a parade, and it shall
be a violation of this Part for any person to conduct or take part
in any such parade, meeting or gathering otherwise than in strict
adherence of the terms of such permit; provided, the Township Secretary
may refuse or revoke a permit under this section, upon cause shown
that the parade, meeting or gathering contemplated would be likely
to interfere with the peace and good order of the Township Secretary
or create an unreasonable interference or obstruction in the streets
or public grounds in the Township.

Any person, firm or corporation who shall violate any provision
of this Part, upon conviction thereof in an action brought before
a district justice in the manner provided for the enforcement of summary
offenses under the Pennsylvania Rules of Criminal Procedure, shall
be sentenced to pay a fine of not more than $1,000 plus costs and,
in default of payment of said fine and costs, to a term of imprisonment
not to exceed 90 days. Each day that a violation of this Part continues
or each Section of this Part which shall be found to have been violated
shall constitute a separate offense.
