There is hereby adopted by the City, for the purpose of regulating wrecker services within the City, that certain regulation known as the "State Corporation Commission of New Mexico Wrecker Tariff No. 1-B," governing the transportation by wrecker of disabled, abandoned or damaged motor vehicles, and motor vehicles incapable of self-propulsion due to mechanical defects or defects of such motor vehicle, and personal effects and/or cargo in the custody of the wrecker service by towing or hauling only, issued September 29, 1969, effective October 30, 1969, and any amendments or changes thereto, including any and all new editions thereof, and the same is hereby adopted by reference and incorporated as fully as if set out verbatim in this chapter.
One or more copies of the State Corporation Commission Wrecker Tariff No. 1-B, adopted by § 323-1, together with any and all amendments thereto, including new editions thereof, shall be available and subject to inspection at all reasonable times in the office of the City Manager in the municipal building.
Notwithstanding any provision of the regulation adopted by § 323-1, or any subsequent changes or amendments to such regulation, all wreckers operating within the City shall keep and maintain on such wrecker a broom and shovel for removing broken glass and debris from the highway, resulting from a motor vehicle accident. All glass and debris shall be cleared from the highway by the wrecker personnel before departure from the point of disability.
