any person by reason of moving the building into the City or over
its streets.
Each applicant shall pay to the City Clerk-Treasurer a fee of
$25 to cover the inspection of the building to be moved and for the
use of the City streets.
If the City Council shall approve an application for the moving
of a building, a license shall be issued which shall fix the time
and conditions of moving and the streets over which the moving is
authorized.
