All improvements required or provided for shall, upon completion,
become public improvements and in each instance a part of the Borough
system of improvements.
Construction of all improvements in a subdivision shall be subject
to the following regulations:
A.
Each improvement shall be constructed according to plans and specifications
approved by the Borough Engineer and shall be subject to his inspection
in the course of the work and his final approval.
B.
Upon completion, the subdivider shall furnish such plans, specifications
and profiles to the Borough for its permanent records, corrected to
represent the improvements as actually built, together with date of
completion and name of contractor.
C.
Upon final approval by the Borough Engineer, the Borough Council,
by resolution, shall accept such improvement, and ownership thereof
shall vest in the Borough, such acceptance to constitute a dedication
to public use. Thereafter, no additions or connections to the improvement
shall be made by any person without approval of the Borough Council.
