The boundary limits of the Borough of Girard are hereby established as a zone in which motor vehicles may remain standing without lights, and all highways within such boundary limits are hereby designated as highways where motor vehicles may remain standing without lights.
Wherever a space shall be marked off on any highway for the parking of an individual vehicle, every vehicle there parked shall be parked within the lines bounding such space.

Parking for a continuous period in excess of 48 hours is hereby prohibited on all streets and municipal parking lots within the Borough of Girard.

A. 
Any person who shall violate any provisions of § 400-20, 400-21, 400-22, 400-24 or 400-27 of this article shall, upon conviction thereof, be sentenced to pay a fine of not less than $10 nor more than $25, except trucks, passenger vans or commercial vehicles parking in a posted "No Trucks or Vans Permitted" parking zone for which the fine will be $25, and costs of prosecution, and, in default of payment of such fine and costs, to undergo imprisonment for not more than five days. Any person who shall violate the provisions of § 400-23 or 400-25 of this article shall, upon conviction thereof, be sentenced to pay a fine of not less than $15, except trucks, passenger vans or commercial vehicles parking in a posted "No Trucks or Vans Permitted" metered parking zone for which the fine will be not less than $20 nor more than $25, and costs of prosecution, and, in default of payment of such fine and costs, to undergo imprisonment for not more than 10 days.
B. 
It shall be the duty of the police officers of the Borough to report to the Mayor all violations of any provisions of this article, indicating in each case:
(1) 
The section thereof violated;
(2) 
The license number of the vehicle involved in such violation;
(3) 
The location where such violation took place;
(4) 
The time of such violation; and
(5) 
Any other facts that might be necessary in order to secure a clear understanding of the circumstances attending such violation.
C. 
The police officer making such report shall also attach to every such vehicle a notice that such vehicle was parked in violation of this article, which notice shall contain instructions to the owner or operator of such vehicle that if he shall report to the office of the Chief of Police and pay, for the use of the Borough, the sum of $10 within 48 hours after the time of such notice, or if he shall place such sum of $10, enclosed with the envelope provided, in any of the special parking fine boxes installed at various locations within the Borough within such time limit, the same shall save such violator from prosecution and from payment of the fine and costs hereinabove prescribed, provided that if the violation shall be of § 400-23 or 400-25 of this article, the notice hereby required shall provide for the payment of $15 within 48 hours after the time of such notice.

Parking shall be prohibited by all, other than authorized vehicles, in the parking lot north of the Borough Municipal Building, said lot being bounded on the south by the Borough Municipal Building, on the west by the municipal parking lot, and on the east by Mechanic Street. Travel through the parking lot shall be limited to one-way traffic flowing west from Mechanic Street to the municipal parking lot.

To promote and secure the safety of persons and property and to facilitate the fighting of fires and the evacuation of sick or injured persons in areas of public buildings or places of assembly, it is hereby established that certain areas may be designated as fire lanes and/or Fire Department access points wherein the parking or standing of motor vehicles is prohibited.
A. 
Definitions. The following are established and shall apply to this section:
FIRE DEPARTMENT ACCESS POINT
An area indicated by official signs in front of or adjacent to any required exit of a building or to a fire hydrant or to a hose connection point serving a building's fire-fighting system.
FIRE LANE
An area indicated by official signs leading to or adjacent to a public building or place of business or assembly which must be kept open at all times in order for fire or other emergency equipment to operate effectively in case of fire or other emergency. Said area is to be 35 feet in width, extending outward from the sidewalk or designated line for its entire length. Each fire lane shall be designated by road markings and posted at convenient intervals.
B. 
Borough Council may from time to time determine and designate areas as a fire lane and/or Fire Department access point. Each area so designated shall be indicated by road markings, and official signs shall be placed adjacent to said fire lane or Fire Department access point so as to clearly designate the area affected.
C. 
No person at any time shall park or leave standing any vehicle in any fire lane or Fire Department access point as herein established.
D. 
The penalty for violation of this article as set forth in § 400-26 shall not apply to violations of this section. Any person who shall violate the provisions of this section shall, upon summary conviction thereof, before a Magisterial District Judge, be sentenced to pay a fine of not less than $10 nor more than $15, and costs of prosecution, and, in default of payment thereof, shall undergo imprisonment for a term not to exceed five days.

Except for persons parking vehicles lawfully bearing a handicapped or severely disabled veteran registration plate or displaying a handicapped or severely disabled veteran parking placard when such vehicles are being operated by or for the transportation of a handicapped person or a severely disabled veteran, no person shall park a vehicle on public or private property reserved for a handicapped person or severely disabled veteran, which property has been so posted in accordance with Pennsylvania Department of Transportation regulations.

Any person who shall violate any provision of this section is guilty of a summary offense and shall, upon conviction thereof, be sentenced to pay a fine of not less than $50 nor more than $200.
