As used in this article, words and phrases shall have the designated meanings set forth in 75 Pa.C.S.A. § 7701 et seq., the Snowmobile and All-Terrain Vehicle Law.

The following streets within the Borough of Girard are hereby designated as snowmobile streets pursuant to 75 Pa.C.S.A. § 7704 for the purpose of going to or returning from snowmobile trails:
Street or Road
Church Street, from East Main Street to Hathaway Street
Haggerty Street, from Hathaway Street to the Borough limits
Hathaway Street, from Lake Street to Church Street
Lake Street, from Rice Avenue to Hathaway Street
Mechanic Street, from Hathaway Street to the Borough limits.

The above-designated snowmobile streets may be used as often as reasonably necessary to traverse the distance from a snowmobile owner's home to private areas of snowmobile use and return.
No street is to be used for continuous riding or racing, except as hereinafter specifically provided.
Privileges extended by this article to allow snowmobile operation shall apply only from November 1 of each year until April 1 of the following year.
The privileges extended hereunder shall not apply:
A. 
To snowmobiles which do not meet all of the requirements of the Snowmobile and All-Terrain Vehicle Law as to registration, lights, brakes, safety features and all other matters, provided that, until decals to be displayed under 75 Pa.C.S.A. § 7711.1 are issued by the Commonwealth of Pennsylvania, no snowmobile shall be operated under the provisions of this article without having displayed on both sides of the cowling of the snowmobile the name of the owner of the said snowmobile, in letters not less than three inches high.
B. 
To snowmobile operators who do not meet the requirements of the Snowmobile and All-Terrain Vehicle Law as to age and certification of training.
C. 
To racing-type or modified unmuffled or special machines.

In addition to the restrictions contained in Section 15 of the Snowmobile Act,[1] it shall be a violation of this article to operate a snowmobile in the following manner:
A. 
No snowmobile shall be operated at a speed in excess of 10 miles per hour.
B. 
No snowmobile shall be operated on any sidewalk or curb lawn.
C. 
When stopping two or more snowmobiles for any purpose other than yielding right-of-way to motor vehicles or pedestrians, all machines shall have their engines stopped.
D. 
A minimum distance of 50 feet shall be maintained between snowmobiles when traveling in groups of two or more.

The Chief of Police, with the approval of the Council President, may, in his discretion, grant permission for organized rides, races, training classes or similar events deemed reasonable and in the best interests of the community at such designated places and at such designated times as he may specify and under such supervision as he may specify.
Persons living on other than a snowmobile street, when there is no rear or other means or way of ingress or egress to a snowmobile street, may slowly and carefully, at a speed not to exceed 10 mph, travel on the edge of any road to the nearest permitted snowmobile road, provided that the right-of-way shall be given to all pedestrians and other traffic; no snowmobile operator shall make more than four one-way trips per day.
Any person violating any of the provisions of this article shall, upon summary conviction for a first offense, be sentenced to pay a fine of not less than $10 nor more than $50, and costs of prosecution, and, in default of the payment thereof, shall undergo imprisonment for not more than 10 days; and, for a second offense, be sentenced to pay a fine of not less than $25 and not more than $100 and, in default of the payment thereof, shall undergo imprisonment for not more than 30 days.
