For the purpose of this article, Potomac Park Addition in Allegany County, as hereinafter described, shall constitute a special taxing area or district and shall be deemed and taken to comprise certain parcels of land as follows: Beginning for the same at a planted stone standing at the western end of the division line as established and marked by the agreement between Upton Bruce and Levi Hilleary, dated November 11, 1811, and recorded in Liber F, Folio 300; thence following this division line south 75° 03' east 3,985 feet to a point on the right-of-way line of the Baltimore and Ohio Railroad and being 35 feet from the center line of the same; thence following said right-of-way reversed south 4° 34' east 100 feet, south 0° 36' east 198 feet, south 1° 31' west 198 feet, south 3° 35' west 198 feet, south 7° 44' west 198 feet, south 10° 31' west 198 feet, south 14° 05' west 198 feet, south 16° 11' west 198 feet, south 19° 27' west 198 feet, south 22° 09' west 198 feet, south 26° 08' west 198 feet, south 30° 03' west 98 feet, south 39° 20' west 96 feet, south 42° 10' west 96 feet, south 48° 19' west 96 feet, south 58° 08' west 96 feet, south 58° 20' west 96 feet, south 62° 05' west 96 feet, south 75° 42' west 97 feet, south 73° 05' west 97 feet, south 78° 06' west 96 feet, south 86° 47' west 96 feet, south 86° 54' west 96 feet, north 76° 05' west 97 feet, north 69° 21' west 97 feet, north 72° 05' west 96 feet, north 64° 18' west 550 feet, north 760 48' west 108 feet, north 74° 26' west 107 feet, north 76° 19' west 108 feet, north 79° 30' west 107 feet, south 77° 50' west 106 feet, south 77° 27' west 45 feet to the intersection of the Baltimore and Ohio right-of-way line with the boundary line of the Celanese Corporation of America; thence following said boundary line north 62° 21' west 570 feet to a concrete post, north 51° 21' west 660 feet to the brass plug in McMullen Highway north 63° 40' west 528 feet to the concrete post, north 25° 24' east 738 feet to the concrete post, north 25° 24' east 1,179 feet to the concrete post, north 49° 36' west 460 feet to the concrete post, north 26° 24' east 390 feet to the concrete post; thence leaving Celanese boundary south 53° 19' east 123.9 feet to the place of beginning.

A. 
The Board of County Commissioners of Allegany County is authorized, empowered and directed to levy and cause to be collected from the property owners, at the time of the county tax levy for the year 1948 or any succeeding year, within said described area of Potomac Park Addition, as created in this article, such amounts not exceeding $0.08 on each $100 worth of assessable real property other than operating real property of a public utility and not exceeding $0.20 on each $100 worth of assessable personal property and operating real property of a public utility in said part of the Potomac Park Addition, Allegany County, Maryland, as may be requested by a majority vote of the residential real estate owners of legal age, who are assessed as owners of real estate in such area, present at a meeting called for such purpose by the Citizens' Committee hereinafter provided for, notice of which meeting shall have been mailed to all such resident owners at least two weeks in advance of the meeting. Such taxes shall be collected as all county taxes are collected and shall be paid over by the Board of County Commissioners to the Treasurer of said Citizens' Committee of Potomac Park Addition, to be selected from among their number by a majority of the members of said Citizens' Committee or by their successors to be selected as herein provided. Said Treasurer selected by such Committee shall give bond to said Board of County Commissioners, to be approved by a Judge of the Circuit Court of Allegany County, in a penal sum to be fixed by said Judge, conditioned upon the faithful discharge of the duties of said Treasurer.

B. 
Use. The taxes collected under the provisions of this article shall be used by said Citizens' Committee for lights and for water for fire protection in said Potomac Park Addition.
C. 
Surplus funds. Any surplus moneys held by the Citizens' Committee after making provision for lights and for water for fire protection, from whatever source derived, may be expended for contributions to voluntary fire departments providing fire protection to the Potomac Park Addition community, constructing and maintaining community playgrounds and other recreational and play areas, constructing and enlarging additional facilities and equipment for the water supply and distribution system and providing other community projects and services as needed or desired by the citizens of the Potomac Park Addition community.

On the first Monday in April 1948, two members of said Citizens' Committee shall be elected to serve for one year and three members to serve for two years. On the first Monday in April 1949 and on the first Monday in April of each succeeding year, an election shall be held at which Committeemen shall be elected for two years to succeed those whose terms expire and which Committeemen shall be elected to fill any vacancies which may exist, but the Committeemen so elected to fill such vacancies shall serve for the remainder of the unexpired term only. The election shall be by ballot in a manner to be prescribed by said Committee. Only residents of legal age of said addition who shall have resided therein for not less than six months next preceding said election shall be entitled to vote for or hold the office of Committeeman in said Addition. Following each election, each newly elected member of said Committee shall qualify by taking the oath prescribed as aforesaid. Said Committee shall select from its members a Chairman, Secretary, Treasurer and any other officers it may deem necessary.

A. 
Authority of Committee. The Citizens' Committee provided for in § 166-25 shall have the power and authority to provide, by contract or otherwise, for lights and for water for fire protection in said Potomac Park Addition and to pay for same out of the taxes levied by the County Commissioners of Allegany County and paid over to the Treasurer of said Citizens' Committee. Said Treasurer shall pay out the funds in his possession only upon the order of said Citizens' Committee and for the purposes authorized by this article.
B. 
Other projects and services. The Citizens' Committee also may provide, by contract or otherwise, for the several community projects and services listed in § 166-24C of this article.
C. 
Deposit of funds; authorized signatures. The Treasurer of said Citizens' Committee shall deposit all funds coming into his possession as such Treasurer in such bank as may be approved by said Committee and shall not be paid out except by check duly signed by him as Treasurer and countersigned by the Chairman or by some member of said Committee acting as Chairman and so authorized to act by resolution of said Committee, which must first be spread upon the minutes of said Committee.
