A. 
Thirty-five-hour workweek. Seven hours, from 9:00 a.m. to 5:00 p.m., shall constitute a normal workday and 35 hours shall constitute a normal workweek in the following departments:
(1) 
Administrative and executive, except Municipal Clerk and the Department Head of Public Works;
(2) 
Finance;
(3) 
Tax Office;
(4) 
Health Department;
(5) 
Child Welfare;
(6) 
Clerk-Stenographer and Police Records Clerk in the Police Department;
(7) 
Water Department clerical help;
(8) 
Clerical employees;
B. 
Forty-hour workweek.
(1) 
Eight hours shall constitute a normal work day and 40 hours shall constitute a normal workweek in the following departments:
(a) 
Housing Inspector's Office: 8:30 a.m. to 5:00 p.m.;
(b) 
Public Works Department: 7:00 a.m. to 4:00 p.m.;
(c) 
Sewer Department: 8:00 a.m. to 4:30 p.m.;
(d) 
Water Department: 8:00 a.m. to 5:00 p.m.;
(e) 
Operators: 8:00 a.m. to 4:00 p.m., 4:00 p.m. to 12:00 midnight, 12:00 midnight to 8:00 a.m.;
(f) 
Court Clerk: 35 hours, plus five hours court time;
(g) 
The Department Head of Public Works shall have a regular workweek of 40 hours, provided, however, he/she shall be continuously on call and duty to take care of whatever problems, emergencies or other work or incidents which occur or might occur pertaining to the public works facilities under his/her jurisdiction and supervision;
(h) 
Nonclerical, police officers and supervisors;
(i) 
All other departments.
(2) 
For the purpose of payroll calculations, the workweek shall commence at 12:01 a.m. Sunday.
C. 
Thirty-hour workweek. The standard workweek for the Municipal Court Administrator is 30 hours.
A. 
Permanent employees.
(1) 
Employees in the City service shall be entitled to the following annual vacations with pay:

(2) 
The anniversary date begins the date of additional vacation, i.e., if July is the anniversary date in the fifth year, until July the employee gets 12 days, after July the employee gets an additional three days. This affects the fifth, tenth and seventeenth years only.
(3) 
When in any calendar year the vacation or any part thereof is not granted by reason of pressure of work, such vacation periods or parts thereof not granted shall accumulate and shall be granted during the next succeeding calendar year only.
B. 
Police Department.
(1) 
Members of the Police Department subject to F.O.P. Lodge 63 contract shall be entitled to the following annual vacations with pay:

(2) 
Upon receipt of prior approval from the Chief of Police, a member of the Department may take vacations in 1/2 day increments.
C. 
Department heads. Department heads shall be entitled to the same vacations with pay as provided for the members of the Police Department subject to the F.O.P. Lodge 63 contract.
D. 
Temporary employees. Temporary employees, pending civil service examination, giving service to the City shall be entitled to the following annual vacation with pay:
(1) 
One working day's vacation for each month served during such temporary full-time employment when made permanent.
(2) 
Any employee who is laid off, discharged, retired or separated from the service of the employer prior to taking his/her vacation, shall be compensated in cash for the unused vacation he/she has accumulated at the time of separation.
(3) 
Accumulation of vacation days. No employee shall be permitted to carry over into any subsequent year more than the prior year's earned vacation time. Any unused vacation time earned prior to 1982 and not taken shall be paid.
A. 
In addition to the annual vacation, every official and employee of the City shall have the following paid holidays:

Columbus Day
Lincoln's Birthday
General Election Day
Good Friday
Veterans Day
Memorial Day
Thanksgiving Day
Fourth of July
Christmas Day
B. 
If a holiday falls on a Saturday, employees shall receive a six-day pay. If a holiday falls on a Sunday, it shall be celebrated on the following Monday. Employees shall receive regular pay for that day.
C. 
Heads of departments shall keep the work force at a minimum on holidays and submit to the Council a list of their personnel who worked on a holiday with a reason for same.
D. 
Any employee who does not work on the working days immediately prior to and following a holiday shall not receive pay for the holiday unless such employee was absolutely unable to perform normal work for reasons of illness, authorized leave or other reasons determined by the department head to be sufficient.
