Salary ranges and rates shall be established annually for officials and employees of the City and shall be payable weekly. Such ranges and rates are annexed to and made a part of this chapter without the inclusion of the text, and copies shall be kept in the office of the City Clerk for the use and examination of the public.
A. 
Rate; generally. All work performed in excess of the standard workweek shall be paid at the rate of time and a half for overtime. Time and a half shall be paid for Saturday, when employees are called in to work on nonscheduled days. Double time shall be paid for Sunday, provided Sunday is a seventh day workday. Double time and a half of 20 hours shall be paid for holidays to employees who must work.
B. 
Employees subject to CWA contract.
(1) 
Employees who shall be required to work on a nonscheduled Saturday, which shall be the sixth consecutive day of work, shall be compensated at the rate of 1 1/2 of the employee's regular hourly rate for each hour of work performed on Saturday. Employees whose seventh consecutive workday is a Sunday shall receive double time for each hour of work performed on Sunday. All work performed in excess of 12 continuous hours shall be paid at twice the employee's regular base rate of pay. An employee who shall work on a holiday shall be compensated at double time and a half. An employee who shall work in a higher paid classification than his/her own for four or more hours per day shall be paid at the rate of the classification to which he/she shall have been temporarily assigned.
(2) 
If an employee is recalled to duty, either before the beginning or after the completion of his/her normal workday within any twenty-four-hour period, he/she shall receive a minimum guarantee of four hours compensation at the overtime rate.
(3) 
Employees called in to work after completing their normal workweek shall be guaranteed a minimum of four hours compensation at the overtime rate. The City shall have the right to retain the employee on duty for the minimum time period.
C. 
Police Department. A member of the Police Department may elect to receive in lieu of overtime compensation compensatory time of 1 1/2 hours for each hour worked.
D. 
Department heads. Department heads who shall not receive overtime compensation shall be entitled to compensatory time at the rate of 1 1/2 hours for each hour of overtime.
E. 
Accumulation of compensatory time. Compensatory time overtime must be used in the calendar year in which it is earned and shall not be available for less than four hours of accumulated overtime. However, compensatory time of up to two days earned in the month of December may be carried over into the next year.
Employees working on a continuous operation, after completing 10 straight hours, shall be granted a sum of $2 for lunch every 10 hours, provided they continue to work after the 10 hours.
An employee who performs work in a higher paid classification than his/her own for four hours or more per day shall be paid the rate of the classification to which he/she has been temporarily assigned.
A. 
A longevity bonus equal to 2 1/2% of base salary shall be paid for every five years of consecutive service to each member of the Police Department, to each department head and to each full-time employee.
B. 
Nothing in this chapter shall be construed to extend the longevity bonus to the amount set forth above in the event that the administration and any collective bargaining unit negotiate a longevity bonus or bonus schedule less than 2.5% of the base salary, or for a term of service greater than five years. Additionally, nothing shall be construed to otherwise limit the Administration and any collective bargaining unit's ability to negotiate the initial number of years required to first receive an initial longevity bonus.

A. 
A police officer hired prior to January 1, 1990, shall be compensated at the rate of $12 per college credit, not to exceed $300, until a degree shall have been awarded. Upon receiving a degree, a police officer shall be compensated according to the following table:
(1) 
AA degree: $400.
(2) 
BA degree: $800.
(3) 
MA degree: $900.
(4) 
PhD degree: $1,000.
B. 
Compensation will not be paid until a certified transcript shall have been approved by the Chief of Police and submitted to the Chief Financial Officer prior to the first of December.
