This chapter shall be known and may be cited as the "Crescent
Township 9-1-1 Building Renumbering Ordinance."

In the interest of the health, safety and welfare of the residents
of the Township, it is the intent (1) to reduce the potential for
confusion and/or the erroneous reporting of the addresses of emergencies,
on the 9-1-1 System, by eliminating the use of building numbers different
from those used for 9-1-1 emergency reporting, and (2) to assist emergency
response personnel in locating addresses of reported emergencies,
by giving each building within the Township one building number and
requiring the conspicuous posting of the building number.

All buildings within the Township are hereby renumbered. The
new building numbers are those numbers which have been assigned the
buildings within the Township for reporting emergencies via the Allegheny
County 9-1-1 System.

A.
Township notice of numbers. The Township will post a list of all
new building numbers (which will correspond with 9-1-1 System numbers),
cross-referenced with the old building numbers, at the Municipal Building
at Spring Run Road and McGovern Boulevard.
B.
Owner/occupant observance. Within 90 days after the enactment of
this ordinance, each owner and occupant of each dwelling or commercial
unit shall post the new building number in a location on the property
which is conspicuous from the street on which the dwelling or commercial
unit fronts, and all former building numbers shall be removed from
the property. For purposes of this ordinance, the following will be
deemed sufficiently conspicuous:
(1)
A building number posted on a mailbox which is installed at the intersection
of the premises driveway with the street, facing the flow of traffic,
with the bottom of the numerals at least two feet four inches from
the ground, with individual numerals on a contrasting background at
least three inches in height; or
(2)
A building number posted on the front of the building, visible at
all times from the street without obstruction by vegetation, trees
or any other objects, with individual block numerals on a contrasting
background at least three inches in height; or
(3)
For a commercial unit, a building number with individual block numerals
on a contrasting background at least three inches in height posted
on the sign identifying the business occupying the commercial unit,
provided that such sign is visible at all times from the street without
obstruction by vegetation, trees or any other objects, and further
provided that this chapter may not be interpreted to permit the use
of signs which do not otherwise comply with the ordinances of the
Township relating to the use of signs.
C.
Enforcement. In the event an owner or occupant fails to post the number of the premises in compliance with this chapter, such failure shall be deemed a violation, and the Secretary is authorized and directed to institute proceedings against such owner or occupant, and upon conviction, such owner or occupant shall be subject to the penalties set forth at § 120.07 of the Codified Ordinances. Each day's violation shall constitute a separate offense.
