The following words and phrases, when used in this chapter,
shall have the meanings ascribed to them in this section, except where
the context clearly indicates or requires a different meaning:
Any and every street, road, alley, lane, way or other highway
situate within the territorial limits of the Township which has been
accepted and opened as a public thoroughfare or highway of the Township
by the Board, by order or decree of a court of competent jurisdiction
or laid out or opened for public travel by the Commonwealth of Pennsylvania
or the County of Allegheny.
Has the same meaning as that ascribed to it in the Motor
Vehicle Code of the Commonwealth of Pennsylvania now in effect and
as amended from time to time hereafter.

The Chief of Police is the authorized public official of the
Township to act on the establishment and reestablishment of all parking
and traffic regulations, in accordance with the provisions of the
Pennsylvania Motor Vehicle Code. Signs, setting forth the restrictions
and regulations thus established shall be erected at appropriate places
upon the highways of the Township. Such signs, where so required,
shall conform as to type and design, and shall be installed in accordance
with the requirements of the Motor Vehicle Code, aforesaid, and the
regulations of the Pennsylvania Department of Highways, in effect
from time to time, relating to the erection of such signs.

No person shall drive a vehicle on any Township street at a
speed in excess of 25 miles per hour.

Signs, setting forth the speed limits hereby established or
to be established or modified by ordinance, shall be erected upon
the highways of the Township. Such signs shall conform as to type
and design, and shall be installed in accordance with the requirements
of the Motor Vehicle Code, aforesaid, and the regulations of the Pennsylvania
Department of Highways, in effect from time to time, relating to the
erection of such signs.

The Board has found it necessary and desirable to equip its Police
Department with electrical devices for use in timing the rate of speed
of vehicles within the Township, which electrical devices have been
approved by the Pennsylvania Department of Transportation for the
effective enforcement of traffic laws under the Motor Vehicle Code.
It has been published in the Pennsylvania Bulletin that Speed Chek,
manufactured for the Union Agency, is an approved electrical device
for use in timing the rate of speed of vehicles. The Board has authorized
the purchase of a Speed Chek Model (bearing Serial No. 161) for the
Township Police Department to employ in carrying out its police powers
under the Motor Vehicle Code to protect the public health, safety
and welfare. Accordingly, pursuant to Section 6109 of the Motor Vehicle
Code, the Township Police Department is authorized to use and employ
said Speed Chek Model for use in timing the rate of speed of vehicles
within the Township.

Pursuant to Sections 3368(c)(1) and 6109(b)(1) of the Motor Vehicle
Code and in the interest of the effective enforcement of Township
speed limits and the protection of the public health, safety and welfare,
the Board hereby authorizes the acquisition and use by the Crescent
Township Police Department of VASCAR-Plus unit (bearing Serial No.
4083), an electronic speed timing device manufactured by Traffic Safety
Systems and approved by the Pennsylvania Department of Transportation
for the effective enforcement of traffic laws as published in the
Pennsylvania Bulletin.
