It is the desire of the governing body of this municipality and said governing body hereby signifies its intention to organize a Joint Municipal Authority, under the Municipality Authorities Act of May 2, 1945, P.L. 382, as amended, together with the other incorporating municipalities, all of which incorporating municipalities consist of the Borough of Brackenridge, Borough of Tarentum, Township of East Deer and Township of Harrison, all of Allegheny County, Pennsylvania.

In pursuance of said desire and intention, and in conformity with the terms and provisions of said Municipality Authorities Act and its amendments, the proposed Articles of Incorporation are hereby set forth in full, as follows:
ARTICLES OF INCORPORATION
OF
UPPER ALLEGHENY JOINT SANITARY AUTHORITY, ALLEGHENY COUNTY, PENNSYLVANIA
To the Secretary of the Commonwealth of Pennsylvania,
Harrisburg, Pennsylvania
In compliance with the requirements of the Municipality Authorities Act of 1945, approved the second day of May, 1945, P.L. 382, as amended and pursuant to ordinances enacted by the proper authorities of the Borough of Brackenridge, Borough of Tarentum, Township of East Deer and Township of Harrison, all of Allegheny County, Pennsylvania, that a Joint Municipal Authority be established under the provisions of the aforementioned law, the Borough of Brackenridge, Borough of Tarentum, Township of East Deer and Township of Harrison, all of Allegheny County, Pennsylvania, desiring that a Joint Municipal Authority be established and that a Certificate of Incorporation be issued to said Authority do hereby certify:
(a)
The name of the Authority shall be:
Upper Allegheny Joint Sanitary Authority,
Allegheny County, Pennsylvania
(b)
The Authority is formed under the Act of May 2, 1945, P.L. 382, amended.
(c)
There has heretofore been incorporated by the Borough of Brackenridge under the Act of May 2, 1945, P.L. 382, as amended, a municipality authority known as "Brackenridge Borough Water Authority" for the purpose of providing water facilities to serve the inhabitants of the Borough.
There has been heretofore incorporated by the school districts of the Borough of Brackenridge and Township of Harrison under the Act of May 2, 1945, P.L. 382, as amended, a municipality authority known as "Har-Brack Joint School Authority, Allegheny County, Pennsylvania" for the purpose of providing school facilities for said school districts.
No other Authority has been organized under the provisions of this Act of the Act of June 28, 1935, P.L. 463 and is in existence within said incorporating municipalities.

The names of the incorporating municipalities are:
Borough of Brackenridge, Allegheny County, Pennsylvania
Borough of Tarentum, Allegheny County, Pennsylvania
Township of East Deer, Allegheny County, Pennsylvania
Township of Harrison, Allegheny County, Pennsylvania
The names and addresses of the Burgess and Members of Council of the Borough of Brackenridge, Allegheny County, Pennsylvania, are as follows: All of whose post office addresses are Brackenridge, Pa.: [Here followed the officials of Brackenridge Borough]
The names and addresses of the Burgess and members of Council of the Borough of Tarentum, Allegheny County, Pennsylvania, are as follows: [Here followed the officials of Tarentum Borough.]
The names and addresses of the members of the Board of Township Commissioners of the Township of East Deer, Allegheny County, Pennsylvania, are as follows: All of whose pose office addresses are Creighton, Pa.: [Here followed the officials of East Deer Township.]
The names and addresses of the members of the Board of Township Commissioners of the Township of Harrison, Allegheny County, Pennsylvania, are as follows: All of whose post office addresses are Natrona Heights, Pa." [Here followed the officials of Harrison Township.]

All of whom reside in and are citizens of one of the incorporating municipalities.
(f)
The members of the Board of said Authority shall be nine in number, and they shall be apportioned as follows:
Two from the Borough of Brackenridge
Two from the Borough of Tarentum
Three from the Township of East Deer
Two from the Township of Harrison
Each member of the Board shall be appointed by the governing body of the municipality which he is to represent on said Board. The term of office of any member of the Board appointed to succeed any of the first members of the Board shall be for a term of five years.
The governing body of each municipality shall at a meeting held not later than one month prior to January 1 of each year in which a vacancy occurs in the office filled by that municipality, appoint as member of the Board, a citizen of the same municipality as the member whose expired term is being filled for a term of five years.
Any vacancy in the Board shall be filled by the governing body of the municipality which appointed the member whose vacancy is to be filled and the person so appointed to fill such vacancy shall hold office for the remainder of the unexpired term of the member whose vacancy in office he has been appointed to fill.
The term of existence of this Authority is increased to a date 50 years from the date of approval by the Secretary of the Commonwealth of these Articles of Amendment.
