It shall be lawful for authorized organizations, upon obtaining
a license, to conduct games of bingo within the limits of the Town
of Hamlin under the provisions of this article, the provisions of
the State Bingo Control Law and Chapter 854 of the Laws of the State
of New York of 1957, and any amendments thereto.
The provisions of Chapter 854 of the Laws of the State of New
York of 1957 shall control the licensing of organizations and conduct
of bingo games in the Town of Hamlin, and this article incorporates
the provisions of that statute by reference as if set forth in full
herein. Any inconsistency between this article and the statute shall
be resolved in favor of the statute.

In addition to several restrictions imposed by Chapter 854 of
the Laws of the State of New York of 1957, the following restriction
is hereby imposed on the conduct of such games in the Town of Hamlin:
No game of bingo shall be conducted, under any license issued under
this article, on the first day of the week, commonly known and designated
as "Sunday."

The Town Board hereby declares that the raising of funds for
the promotion of bona fide charitable, educational, scientific, health,
religious and patriotic causes and undertakings is in the public interest.
This article is authorized by Article 9-A of the General Municipal
Law of the State of New York, embracing §§ 185 through
and including 195-k. All provisions of said Article 9-A of the General
Municipal Law are hereby incorporated into this article by reference
as though fully set forth herein.
The regulation of said games of chance and the supervision thereof
shall be governed by § 188-a of the General Municipal Law,
as amended, and shall be governed by the New York State Racing and
Wagering Board.
The restrictions and regulations concerning the conduct of said
games of chance shall be as set forth in § 189 of the General
Municipal Law, as amended.
The application and procedure for the obtaining of a license
to operate games of chance shall be governed by § 190, Subdivisions
1 and 2, of the General Municipal Law, as amended.
Additional and further rules and regulations concerning the
operation and running of games of chance shall be as set forth in
§§ 191 through 195-k of the General Municipal Law,
as amended.
Except as provided in § 195-k of the General Municipal
Law, as amended, the provisions of this article shall not be effective
in the Town of Hamlin unless and until a proposition submitted at
a general or special election shall be approved by a vote of the majority
of the qualified electors in said Town of Hamlin. Upon an approving
vote, this article shall take effect on the 30th day thereafter.
