A.
The County Department of Fire, Rescue and Emergency Services is hereby authorized, empowered and directed, pursuant to § C11-3 of the Suffolk County Charter, to establish a program whereby the County Department of Fire, Rescue and Emergency Services will act as a conduit or central coordinating agency for the implementation of a bulk purchase system to acquire materials, supplies and equipment on behalf of fire districts, ambulance companies and/or fire departments located within the County of Suffolk.
B.
Submission of plan; time limit. The County Department of Fire, Rescue
and Emergency Services is hereby authorized, empowered and directed
to submit a written copy of said plan to the County Legislature for
ratification and approval no later than 240 days subsequent to the
effective date of this article.[1]

approved for implementation 8-27-1991 by Res. No. 685-1991. A copy
of the Group Purchasing Program is attached to Res. No. 685-1991 as
Exhibit A and is on file in the office of the Clerk of the Legislature.
The Suffolk Regional Off-Track Betting Corporation is hereby
authorized to make purchases and contract for services pursuant to
the terms of contracts let by the County Department of Audit and Control,
Division of Purchasing, as the same are otherwise authorized by applicable
law.
A.
All purchases and contracts shall be in accordance with the rules
herein governing participation by political subdivisions and other
entities authorized by law.
B.
All purchases and contracts shall be made in accordance with the
contracts' terms and clauses.
C.
If the Suffolk Regional Off-Track Betting Corporation elects to make
purchases or contract for services through contracts let by the County
Department of Audit and Control, Division of Purchasing, the Suffolk
Regional Off-Track Betting Corporation shall be solely responsible
for all payments due vendors or providers for such purchases or services.
D.
A contracted vendor or service provider is not required to conduct
business with the Suffolk Regional Off-Track Betting Corporation as
part of his/her/its County contract stipulations. It is left to the
discretion of the contracted vendor or service provider whether he/she/it
wishes to conduct business with the Suffolk Regional Off-Track Betting
Corporation.
E.
Participation by the Suffolk Regional Off-Track Betting Corporation
on purchasing or contracting for services from County contracts is
subject to availability of the goods or services.
