A.
This Legislature hereby finds and determines that, even though state
law requires notification to people paying off their mortgages as
to their responsibility for the payment of real property taxes, many
taxpayers remain confused as to what steps must be taken to pay property
taxes after their mortgage has been paid off.
B.
Therefore, the purpose of this article is to eliminate that confusion
by requiring the County Clerk to disseminate a concise, clearly worded
explanation of the requirements and procedures for paying real property
taxes simultaneously with the return of a recorded satisfaction of
mortgage to the property owner.

The Suffolk County Clerk shall notify a property owner, upon
the return of a satisfaction of mortgage to such owner, as to the
procedure and requirements for the payment of real property taxes
in Suffolk County after the payoff of a mortgage.
This article shall apply to all satisfactions of mortgage returned
on or after the subsequent date of this article.
This article shall take effect 90 days after filing in the office
of the Secretary of State.
