The Planning Commission of the Borough of Narberth is hereby created pursuant to the Act of July 31, 1968, P.L. 805, Article II, Section 201.[1] The Commission shall be composed of five members, who shall serve without compensation but may be reimbursed for necessary and reasonable expenses.

The members of the existing Narberth Borough Planning Commission, which was established under former laws, shall continue in office until the end of the terms for which they are appointed. Their successors shall be appointed as provided in § 105-3 of this chapter. If a vacancy shall occur otherwise than by expiration of a term, it shall be filled by appointment for the unexpired terms, according to § 105-3 of this chapter.
A. 
The Narberth Borough Council shall appoint all members of the Planning Commission.
B. 
Subject to the provisions of § 105-2 above, regarding existing members of the Planning Commission, the term of each of the members of the Planning Commission shall be for four years or until their successor is appointed and qualified. No more than two shall be reappointed or replaced during any future calendar year.

C. 
The Chairperson of the Planning Commission shall promptly notify Borough Council concerning vacancies in the Planning Commission, and such vacancies shall be filled for the unexpired term by Borough Council.

All of the members of the Planning Commission shall be residents of Narberth Borough. An officer or employee of the Borough may be a member of the Planning Commission, but at least four of the five members of the Planning Commission shall be citizen members.
The Planning Commission:
A. 
Shall review all subdivision and land development plans and submit its recommendations thereon to Borough Council.
B. 
Shall review proposed amendments to Chapter 450, Subdivision and Land Development, and Chapter 500, Zoning, as may be referred to the Planning Commission by Borough Council or any Borough Council committee, and the Planning Commission may recommend amendments to Chapters 450 and 500 on its own motion.
C. 
May make recommendations to Borough Council concerning land use and development policies and their implementation.
D. 
May make recommendations to Borough Council concerning the adoption or amendment of the Official Map of the Borough.
