A. 
Newtown Township elects to become a member of the Crum and Ridley Creeks Council of Governments.
B. 
The Township Manager is hereby authorized and directed to take the necessary actions for the Township of Newtown to become a member of the Crum and Ridley Creeks Council of Governments.
The conditions of the agreement, the manner and extent of financing the agreement, the duration of the term of the agreement and the organizational structure necessary to implement the agreement are as specified within the bylaws of the Crum and Ridley Creeks Council of Governments, which are set forth in Appendix A and made a part hereof.[1]

There is hereby appropriated from the general fund an amount sufficient to pay the 1988 annual dues as determined for the Township of Newtown under the terms of the above-mentioned agreement.

Pennsylvania Consolidated Statutes, Title 53, §§ 2301 through 2315, commonly known and referred to as "Act 180, Intergovernmental Cooperation Law," is the law governing intergovernmental cooperation within the Commonwealth of Pennsylvania.
Each of the municipalities of Bethel, Concord, Edgmont, Haverford, Marple, Middletown, Nether Providence, Radnor, Ridley, Springfield, Thornbury, Upper Chichester, Upper Darby, Upper Providence Township, and Folcroft, Glenolden, Marcus Hook, Media, Norwood, Ridley Park, Rose Valley, Rutledge, Sharon Hill, Swarthmore Borough and Newtown Township have agreed to cooperate with the other governmental or quasi-governmental units in the execution of those municipal functions deemed by the aforementioned municipalities to be accomplished best through cooperation with the other governments or quasi-governmental units.
The Intergovernmental Cooperation Law[1] of the Commonwealth of Pennsylvania intends that full recognition by the Commonwealth of Pennsylvania of an agent of intergovernmental cooperation requires said agent to be established by ordinance by all cooperating units of governments.

The aforementioned municipalities desire the Delaware County Consortium of Governments to be as useful as possible to those municipalities and the residents thereof.
