The County of Suffolk hereby establishes a formal child-care facility policy as follows:
A. 
The County Department of Social Services shall notify all fire and police departments within the County of Suffolk on a quarterly basis as to the names and locations of all child-care facilities located within the County of Suffolk and receiving child-care payments from the County of Suffolk, either directly or as a conduit for payment from another level of government.
B. 
The County Department of Health Services is hereby authorized, empowered, and directed, pursuant to § C9-2 of the Suffolk County Charter, to notify the County Department of Social Services of all violations of pertinent health laws, ordinances or codes at all child-care facilities located within the County of Suffolk and receiving child-care payments from the County of Suffolk, either directly or as a conduit for payment from another level of government.
C. 
The Suffolk County Police Department is hereby authorized, empowered and directed, pursuant to Article XIII of the Suffolk County Charter, to report all criminal incidents occurring at all child-care facilities located within the County of Suffolk and receiving child-care payments from the County of Suffolk, either directly or as a conduit for payment from another level of government, to all pertinent federal and state agencies having jurisdiction over such facilities located within the County of Suffolk, after consultation with the County Department of Social Services as to who those pertinent agencies are, including the provision to the County Department of Social Services of the geographical boundaries and addresses of the pertinent fire districts, village police departments and town police departments.
D. 
The County Department of Probation is hereby authorized, empowered and directed to notify the County Department of Social Services as to the name and identity of any person currently serving a sentence to a period of probation who is either employed or on the premises of a child-care facility located within the County of Suffolk and receiving child-care payments from the County of Suffolk, either directly or as a conduit for payment from another level of government.
E. 
Any town or village police department, located within the County of Suffolk, is hereby authorized and empowered to report any criminal incidents occurring at any child-care facility located within the County of Suffolk and receiving child-care payments from the County of Suffolk, either directly or as a conduit for payment from another level of government, to the County Department of Social Services.
F. 
All substance abuse agencies and mental health agencies under contract with the County of Suffolk shall file their name and address with the County Department of Social Services.
G. 
The County Department of Social Services shall request addresses of "sober" houses located within the County of Suffolk from Suffolk County towns and cross reference those locations with locations of all child-care facilities located within the County of Suffolk and receiving child-care payments from the County of Suffolk, either directly or as a conduit for payment from another level of government.
The County Department of Police, the County Department of Health Services and the County Department of Social Services are hereby authorized, empowered and directed to meet on a regular basis to coordinate those activities necessary to implement § 880-1 of this article.
This article shall apply to all actions and incidents occurring on or after the effective date of this article.
