A Suffolk County Transportation Advisory Board (Advisory Board)
is hereby created to:
A.
Act as liaison with the community for purposes of gauging attitudes
and needs concerning public transportation;
B.
Recommend policy to the Suffolk County Legislature, particularly
with respect to a comprehensive, coordinated, cost-effective approach
to the delivery of transportation services for transit-dependent individuals;
C.
Make recommendations as to increased federal and state funding, local
funding, foundations, and grants to meet the demand for increased
transportation services for public, private, and not-for-profit transportation
services;
D.
Develop strategies for eliminating procedural and regulatory barriers
to provision of transportation services for public, private, and not-for-profit
transportation providers;
E.
Promote needed transportation services and programs for Suffolk County
residents, educational institutions, and businesses;
F.
Assist in the development of a five-year implementation plan for
transportation services in Suffolk County;
G.
Perform other functions and duties from time to time as requested
or directed via duly enacted resolution of the County of Suffolk;
H.
Take a proactive role in advancing transportation solutions that
involve modes of transportation outside of the County's direct
control, such as intra-County rail service and ferry services, for
the benefit of all residents;
I.
Support, coordinate, and integrate local transportation planning
efforts; and
J.
Increase the education of residents, students, and employers about
the benefits of public transportation.
This Advisory Board shall consist of the following 14 members,
each of whom shall be selected by the County Legislature:
A.
A representative from one of the Towns of East Hampton, Riverhead,
Shelter Island, Southampton, or Southold, said representative to receive
an initial one-year appointment;
B.
One representative representing the Townships of Babylon/Islip, said
representative to receive an initial one-year appointment;
C.
One representative representing the Townships of Huntington/Smithtown,
said representative to receive an initial one-year appointment;
D.
One representative representing the Town of Brookhaven, said representative
to receive an initial one-year appointment;
E.
Two representatives from the business community, one such to receive
an initial one-year appointment and the other to receive an initial
two-year appointment;
F.
Two transit-dependent riders, one such member to receive an initial
one-year appointment, and the other to receive an initial two-year
appointment;
G.
Two at-large members of the general public, said members to receive
initial two-year appointments;

H.
A for-profit transit provider under contract with the County of Suffolk,
said member to receive an initial three-year appointment;
I.
A not-for-profit transit provider under contract with the County
of Suffolk, said member to receive an initial three-year appointment;
and
J.
Two representatives from the field of human services representing
a County-operated agency, said representatives to receive an initial
three-year appointment.
Said initial terms of office shall commence January 1, 2003,
and subsequent appointments shall be for a term of three years.

The current Chairperson of the Advisory Board shall call an
organizational meeting annually, to be held no later than February
15 of each year, and at such organizational meeting a Chairperson
shall be elected by a majority vote of those members present.
The Advisory Board shall hold its first meeting no later than
30 days after the oaths of office of all members have been filed,
which meeting shall be convened by the Chairman of the Advisory Board,
for the purpose of organization and the appointment of a Vice Chairperson
and a Secretary.
The members of said Advisory Board shall serve without compensation
and shall serve at the pleasure of their respective appointing authorities.
The Advisory Board shall hold regular meetings, keep a record
of all its proceedings, and determine the rules of its own proceedings,
with special meetings to be called by the Chairperson upon his or
her own initiative or upon receipt of a written request therefor signed
by at least three members of the Advisory Board. Written notice of
the time and place of such special meetings shall be given by the
Secretary to each member at least eight days before the date fixed
by the notice for such special meeting.
Eight members of the Advisory Board shall constitute a quorum
to transact the business of the Advisory Board at both regular and
special meetings.
A.
The Advisory Board may submit requests to the County Executive and/or
the County Legislature for approval for the provision of secretarial
services, travel expenses, or retention of consultants to assist the
Advisory Board with such endeavors, said total expenditures not to
exceed $2,000 per fiscal year, which services shall be subject to
legislative approval.
B.
Clerical services involving the month-to-month operation of this
Advisory Board, as well as supplies and postage as necessary, will
be provided by the staff of the County Department of Public Works,
Division of Transportation.
A.
The Advisory Board may conduct such informal hearings and meetings
at any place or places within the County of Suffolk for the purpose
of obtaining necessary information or other data to assist it in the
proper performance of its duties and functions as it deems necessary.
B.
The Advisory Board may delegate to any member of the Advisory Board
the power and authority to conduct such hearings and meetings.
The Advisory Board shall cooperate with the pertinent legislative
committees of the County Legislature and make available to each such
committee's use, upon request, any records and other data it
may accumulate or obtain.
The Advisory Board is hereby authorized, empowered, and directed
to hold at least three public hearings each year throughout the County
of Suffolk to assemble the data and information necessary to complete
the valuation, study, and report required, with all reasonable efforts
to be made to ascertain the views, wishes, and opinions of the residents
of Suffolk County.[1]

The personnel of any pertinent County department shall be available
to assist said Advisory Board, upon request, on an as-needed basis
as determined by said Board.
