The purpose of this chapter shall be to promote public safety and convenience by providing a rational street numbering system whereby addresses may be identified with the ease and speed which is essential to the quick response of emergency services, including police, firefighting and medical care.
It shall be the duty of the Assessor's office to assign a number to every residential, commercial, industrial or other structure located on the premises abutting a public street or highway within the Town of Hebron, except those structures such as barns, garages or outbuildings which are located on the same premises as the numbered structures.
A. 
Numbers shall be Arabic block style.
B. 
Such numerals shall be a minimum of three inches high and be of a color contrasting to the background material to which they are affixed, and may be of a reflective material.
C. 
All numbers shall be of durable metal, glass, wood or plastic or may be painted of a neat design with durable materials.
A. 
Numbers shall be securely affixed to the front of the building or other fixed appurtenance in front of the building, so as to be clearly visible from the street.
B. 
Numbers shall be affixed not less than three feet, nor more than eight feet, above the horizontal surface directly below them.
C. 
A building which is set back more than 100 feet from the center of the street on which it fronts, or if numerals cannot be made legible from that location because of obstructions, shall have the aforesaid numbers securely affixed to a post, sign, mailbox or other device which shall be located within 10 feet of the driveway entrance to the premises.
D. 
Mailboxes. Where mailboxes are grouped together, numbers shall be affixed to the front of the mailboxes and any visible side.
E. 
The location of such numerals shall be sufficient to assure their visibility from the street from each direction.
F. 
For buildings containing more than one unit, numerals shall be affixed within five feet of every door by which the building may be entered, and the unit number must be placed on each entry door to each unit.
G. 
Buildings being served by a common driveway shall have all building numbers displayed at the intersection with the public road, at each split in the common driveway and on the building.
H. 
The numbers shall be placed in a manner that vegetation and the accumulation of snow will not obscure them.
A. 
Any construction project must be clearly identified by a street number. This number shall be placed on a sign or appropriate marker 10 feet off the road's edge or designated entrance to the construction site. It shall be posted on the site by the time of the first required inspection of the Building Official and shall remain in place until the final inspection, at which time the number shall be affixed permanently as specified in §§ 174-3 and 174-4 of this chapter.
B. 
Failure to post the number shall result in no inspection of the construction project by the Building Official.
The compliance officer for enforcement of this chapter shall be the Building Official.
A. 
All existing structures requiring numbering in accordance with this chapter shall be brought into compliance herewith within 30 days after the effective date of this chapter.
B. 
All new structures requiring numbering in accordance with this chapter shall have the prescribed numbering installed before a certificate of occupancy is issued for the structure.
Any building owner in violation of this chapter shall receive a warning notice of the violation, issued by the Building Official. The warning notice shall allow an initial 30 days for the violation to be corrected. It shall be the responsibility of the building owner to notify the Building Official when the violation has been corrected. If, at the end of the initial thirty-day period, the correction(s) has not been made, the owner shall be subject to a fine of $25, and a second warning notice of the violation shall be issued. The second warning notice shall allow an additional 10 days for the violation to be corrected. If, at the end of the additional ten-day period, the correction has not been made, the owner shall be subject to additional fines of $5 a day for each day thereafter that the violation is not corrected, to a maximum of $100, inclusive of the citation fine of $25.
Any person who is aggrieved by the action of the Building Official may submit an appeal to the Town Manager. Any such appeal shall be in writing, setting forth the basis of the appeal.
