No person shall climb on or deface any part of a Village park or building, including but not limited to signs, trees, flowers and shrubs.
Village parks shall be open at 9:00 a.m. and closed at 9:00 p.m.
Games or activities can be played only in areas designated or maintained therefor.
Picnics may be held only in areas designated. Sites may be reserved by acquiring a permit from the Village.
No person, firm or corporation shall sell or offer for sale any items within Village park property without a permit.
No person shall distribute or display any advertising material in any park property without the express written consent of the Village.[1]

No person shall bathe, wade or swim in any waters or fountains.
Persons shall deposit garbage, refuse matter and other materials in designated trash receptacles.[1]

Any person disobeying an order of park personnel or the direction of any park sign, using threatening, abusive or insulting language, committing any act tending to or amounting to breach of the peace, playing games of chance or gambling or spitting upon the walk shall be guilty of disorderly conduct.
No unauthorized person shall bring into or have in his possession in any park any explosives, fireworks or firearms.[1]

Parades, processions, exercises or other activities which result from the congregation of a large number of people shall not be permitted within the parks without a permit from the Village.
The Village shall have the authority to regulate vehicular traffic around Village park areas.[1]

No person shall coast with carts, bicycles, roller skates or other vehicles on wheels unless designated by Village permit.
No person shall use ice skates, sleds, snowshoes or skis except at such times and places as may be designated by permit.
No person shall engage in toy or model aviation, model boating or model automobiling except at such times and at places designated and maintained therefor by Village permit.
No unauthorized person shall molest, disturb or annoy any wildlife which may exist in the parks.
The Village shall, in its discretion, prescribe rules for the proper use of the parks.
Any violation of the rules and regulations of the Village shall be deemed a violation of this chapter.
No person shall operate a snowmobile, motorcycle, minibike, trailbike, motor scooter, all-terrain motor vehicle or similar motor vehicle within or upon any park, Village water tower, Village cemetery, conservation land or any other area that is under the control of the Village. This section shall not apply to vehicles under the control of the Village of Liverpool or any other governmental agency operated in the course of a lawful municipal or governmental function or to emergency vehicles engaged in rescue operations.
No person shall bring into, sell, give away, display, drink or cause, permit or procure to be sold, given away or drunk any alcoholic or spirituous liquors or beverages in any park except such alcoholic or spirituous liquors or beverages as may be specifically permitted by the Village, and only at the places specifically permitted by the Village, and only at the places specifically designated and approved by the Village.[1]

No person shall kindle, build, maintain or use a fire in any place or portable receptacle or grill, except in places provided by the park therefor, and so designated, under permit. Any fire shall be continuously under the care and direction of a competent person over 21 years of age from the time it is kindled until it is completely extinguished.
A. 
A permit to do any act or for any purpose, issued by the Village, shall authorize the same only insofar as it may be performed in strict accordance with the written terms and conditions therefor. No groups may use or monopolize any park facility without first securing a permit from the Village.
B. 
Before any Village park can be used for any of the activities covered by the permit, there shall be filed with the Village Clerk a certificate of liability insurance, in an amount set by resolution of the Board of Trustees, naming the Village of Liverpool as an additional insured.[1]

No person shall carry into and/or have possession of any glass beverage container in any Village park, including school playgrounds.

A. 
General prohibition. No animal shall be brought into a Village park or allowed to remain in a Village park at any time.
B. 
Exceptions. Notwithstanding the provisions of Subsection A of § 272-24, domesticated dogs may be permitted to be present in a Village park under the following circumstances:
(1) 
The domesticated dog must be under the control of the owner by way of a leash not exceeding six feet in length.
(2) 
The owner of said domesticated dog must, at all times, comply with all provisions of Chapter 124, Animals.
(3) 
The provisions of this section shall not be applicable to service dogs under the control of its handler.
Any violators of this chapter will be subject to appearance tickets, fines or arrests, as defined under the petty offense category of the Criminal Procedure Law.

The form of the permit for the use of Village of Liverpool parks shall be as follows:
PERMIT FOR VILLAGE OF LIVERPOOL PARKS
The following rules and regulations for the Village of Liverpool parks are to be adhered to by any person or organization requesting a permit for the use of any of the Village parks.
1.
No beverages in glass bottles or glass containers of any kind shall be permitted in the parks.
2.
Person(s) or organization(s) signing this permit will be responsible for any damage done to Village property.
3.
Proof of liability insurance as required by the Village must be filed with the Village Clerk before the park is used for any activities covered by this permit.
4.
This permit expires at 10:00 p.m.
5.
No vehicles shall be permitted on any Village park grounds.
6.
Parks must be cleaned of all debris and left in proper condition.
7.
Trash generated by a permitted function shall be removed by the permit holder.
