A Sober Home Oversight Board is hereby established to advise the Suffolk County Department of Social Services ("DSS") and the Department of Health Services' Division of Community Mental Hygiene Services ("DHS") on the rules and regulations regarding the implementation of the criteria contained in the request for qualifications ("RFQ") for sober home operators, as authorized by Resolution No. 805-2010, and to advise DSS and DHS on the oversight and enforcement of the requirements contained in the RFQ on sober home operators who are determined by the County to be qualified, responsible providers.

The oversight board shall consist of the following 15 members:
A. 
A representative of the Suffolk County Department of Social Services Housing Department, to be selected by the Commissioner of the Department of Social Services;
B. 
A representative of the Suffolk County Department of Health Services, Division of Community Mental Hygiene Services;
C. 
A representative of the Suffolk County Probation Department;
D. 
A representative of Suffolk County ambulance and/or EMS providers;
E. 
A New York State OASAS representative for Long Island;
F. 
A past or present consumer of a Suffolk County sober home, to be selected by the Sober Home Oversight Board;
G. 
The chairperson of the Suffolk County Legislature's Human Services Committee, or his or her designee;
H. 
The Presiding Officer of the Suffolk County Legislature, or his or her designee;
I. 
Two representatives of consumer-based advocacy organizations in the addiction field, to be selected by the County Legislature;
J. 
Four representatives of addiction treatment/prevention providers, to be selected by the County Legislature; and
K. 
One representative of a residential treatment provider, to be selected by the County Legislature.

A. 
The Board shall hold its first meeting no later than 30 days after the oaths of office of all members have been filed, which meeting shall be convened for the purpose of organization and the appointment of a Chairperson, Vice Chairperson and a Secretary.
B. 
The members of said Board shall serve without compensation and shall serve at the pleasure of their respective appointing authorities.
C. 
Eight members shall constitute a quorum for the purpose of transacting the business of the Board at both regular and special meetings.
D. 
The Board shall hold regular meetings, keep a record of all its proceedings, and determine the rules of its own proceedings, with special meetings to be called by the Chairperson upon his or her own initiative or upon receipt of a written request therefor signed by at least seven members of the Commission. Written notice of the time and place of such special meetings shall be provided by the Secretary to each member at least four days before the date fixed by the notice for such special meeting.
E. 
The Board may conduct such informal hearings and meetings at any place or places within the County of Suffolk for the purpose of obtaining necessary information or other data to assist in the proper performance of its duties and functions as it deems necessary.
F. 
The Board may delegate to any member of the Board the power and authority to conduct such hearings and meetings.
The Board shall submit a written report of its activities by December 31 of each year to each member of the Legislature, the County Executive, and the Welfare to Work Commission.
