This chapter shall be known as the "Prohibition of Public Urination
Law of the Village of Spring Valley."
The Trustees of the Village of Spring Valley recognize that
public urination, defecation and disposal of papers or other similar
materials on the public sidewalks, streets, roadways, highways, bridges,
culverts or crosswalks of the Village as well as outdoors on private
property without the permission of the owner is contrary to peace
and good order, propriety and offensive to others lawfully upon public
sidewalks, streets, roadways, highways, bridges, culverts or crosswalks
of the Village.
It is prohibited for any person to urinate, defecate and/or
dispose of papers or other similar materials upon any public sidewalk,
street, roadway, highway, bridge, culvert or crosswalk of the Village.
Any person violating or failing to comply with any provision
of this statute shall be liable to a penalty as follows: not less
than $150 nor more than $300 for a first offense; and not less than
$250 nor more than $500 for a second or additional offense.
