All handicapped persons and severely disabled veterans be and are hereby authorized to issue statements to violators or violating vehicles for violations of § 3354(d)(3)(i) of the Motor Vehicle Code of Pennsylvania, as amended,[1] which states as follows:
"Except for persons parking vehicles lawfully bearing a handicapped or severely disabled veteran registration plate or displaying a handicapped or severely disabled veteran parking placard when such vehicles are being operated by or for the transportation of a handicapped person or a severely disabled veteran, no person shall park a vehicle on public or private property reserved for a handicapped person or severely disabled veteran, which property has been so posted in accordance with departmental regulations."

A. 
Handicapped persons or severely disabled veterans are hereby authorized to issue statements to violators or violating vehicles for the violation of the aforesaid sections of this article.
B. 
The form of the statement to be used to comply with said Motor Vehicle Code shall be in the form as prescribed by the attachment designated as "Exhibit A"[1] attached to this article, incorporated herein and made a part hereof.[2]
