It shall be unlawful for any person, either as a principal or as agent for any other person, to act as a hawker or peddler, on all items not specifically enumerated in § 9-1, within the City without first having registered with the licensing board. Said registration shall be in addition to any required state license.

Any person desiring to register as a hawker and peddler as required by this article shall apply therefor in writing over his signature to the licensing board on a form provided for that purpose, and such registration shall contain a copy of a valid state hawkers and peddlers license for the City of Pittsfield, and the registrant must list the names of all who shall be employed by the registrant.

If the requirements of § 9-13 are met, the licensing board shall issue a registration as applied for. Such registration shall expire on the 31st day of December in the year in which such registration shall have been issued. There shall be no fee for the issuance of such registration.

The registration issued pursuant to § 9-14 shall be displayed prominently at all times and be visible to the public.

(a) 
Any person who violates any provision of this chapter shall pay the fines as stated below:
(1) 
First offense: $50.
(2) 
Second offense: $100.
(3) 
Third and each subsequent offense: $300.
(b) 
Each day in which any violation exists shall be deemed to constitute a separate offense. The provisions of this chapter shall be enforced by the Building Inspector's Office, Public Health Department, and the Police Department.
