The following areas owned or leased by the Borough of West View are hereby designated as off-highway parking areas:
A. 
Lot No. 1: premises leased by the Municipal Authority of the Borough of West View to the Borough of West View and located immediately in front of the Shopping Center Building between the westerly line of Perrysville Avenue and the sidewalk area in front of the Shopping Center Building.
B. 
Lot No. 2: premises leased by the Municipal Authority of the Borough of West View to the Borough of West View and located immediately to the south and below the Shopping Center Building on Perrysville Avenue.
C. 
Lot No. 3: premises leased by E. Robert Derr to the Borough of West View by writing dated December 12, 1952, and located immediately east of Bellevue Avenue and north of Center Avenue.
D. 
Lot No. 4: premises leased to the Borough of West View and located on the east side of Perry Highway, being parts of Lots 286 and 287 in the Northeast Bellevue Plan.
E. 
Lot No. 5: premises located to and controlled by the Borough of West View at the Municipal Authority Building Project abutting the westerly side of Perrysville Avenue.
F. 
Lot No. 6: shopping center located at 425 to 441 Perrysville Avenue, inclusive.
All public off-highway parking areas shall be under the administration and supervision of the Borough Council of the Borough of West View and such persons as they may appoint or designate, and subject to rules and regulations that the Council may hereafter promulgate, including the following:
A. 
All vehicles entering or leaving public off-highway parking areas must enter or leave only at the place indicated by official signs.
B. 
No vehicle shall be operated in public off-highway parking areas at a rate of speed in excess of 10 miles per hour.
C. 
No vehicle shall be operated in a public off-highway parking area in a direction other than that indicated by official signs, except for a distance of 20 feet when backing up to enter or leave a parking stall.
D. 
An act or operation of any vehicle which would be a violation of the Vehicle Code and which occurs on a public off-highway parking area is hereby declared to be a violation of this article.
