From and after the enactment of this chapter, it shall be unlawful
for any person, firm, residence or corporation to start or spread
any false alarm of fire and/or police alarm systems, including false
alarms caused by improperly maintained alarm systems which are connected
to the Borough of West View alarm monitoring system, any independent
alarm company or any type of alarm system which would indicate that
there is a fire and/or police emergency.
A.
Any person, firm, residence or corporation guilty of violating this
article shall, in a summary proceeding before a Magisterial District
Judge, be required to pay a fine of $300 and the cost of prosecution,
or in lieu thereof, prior to the initiation of any summary proceeding,
the Borough of West View may notify said offender that a service fee
must be paid to the Borough within 72 hours, in which event no summary
proceeding shall be initiated. Service fees are as follows:
