A.
It shall be unlawful for any person to ride, propel or in any other
manner use a skateboard, roller skates, roller blades or scooters
in, on or about the streets and sidewalks of any business district
within the Borough of West View.
B.
It shall be unlawful for any person to ride, propel or in any other
manner use a bicycle on the sidewalks on the business district within
the Borough of West View.
It shall be unlawful for any person to ride, propel or in any
other manner use a skateboard, roller skates, roller blades, scooters
or bicycles on any residential street and/or sidewalk within the Borough
of West View if said operation or use would cause an obstruction of
pedestrian or vehicular traffic thereon.
For the purposes of this article, "business district" shall mean those areas designated or zoned C-1 as is more specifically set forth on the Zoning Map of the Borough of West View and as defined in Chapter 290, Zoning, of the Code of the Borough of West View. Likewise "residential streets and sidewalks" shall mean those streets and sidewalks located in areas zoned R-1, R-2 or R-3 as defined in Chapter 290, Zoning, of the Code of the Borough of West View, as well as found on the Borough Zoning Map all as aforesaid.
Any person riding, propelling, or in any manner using a bicycle
on the streets of the Borough of West View shall obey the instructions
or signals of any police officer or other appropriately attired person
authorized to direct, control or regulate traffic within the Borough
and shall obey traffic and pedestrian control signals as provided
by Sections 3112 and 3113 of the Pennsylvania Motor Vehicle Code.[1]

A.
Any person violating any of the provisions of this article shall,
upon conviction, be fined an amount not less than $25, plus the cost
of prosecution, for the first offense. Any person violating any provision
of this article for the second and/or subsequent time shall, upon
conviction, be fined not less than $35 nor more than $100, plus the
cost of prosecution.
B.
In lieu of the fine, an individual may be sentenced to a term of
not more than five days in jail for the first offense and not more
than 30 days in jail for the second and/or subsequent offenses.
