Whereas Greene Township has and is continuing to develop a municipal park near the Village of Scotland which is intended for the use and enjoyment of residents of the Township, the Board of Supervisors has determined it to be necessary and appropriate to prescribe rules for access and use of the facilities to ensure proper maintenance of the park and park facilities and to ensure the safe and peaceful use of the same, the following rules are hereby adopted.
The park will be open to the public during daylight hours unless issued a special permit upon application to the Township. It is unlawful for any person other than Township maintenance personnel to be in the park at any time the park is not open to the public.
A. 
No vehicle, except bicycles and motorized wheel chairs, not licensed for general use on Pennsylvania public highways is permitted on park grounds at any time.
B. 
No vehicle, except park maintenance vehicles, may be operated in the park off designated roadways and parking lots. Bicycles, roller skates and roller blades are permitted on walking trails but pedestrians shall have the right-of-way at all times.
C. 
ATVs, snowmobiles, recreation vehicles and remote-controlled airplanes are prohibited in the park, including parking lots.
D. 
The speed limit throughout the park shall be 15 miles per hour.
E. 
Service drives are marked and are reserved for use only by park maintenance vehicles. Use by others shall be only by special permit upon application to the Township.
Pets are permitted in the park but must be leashed and under the immediate control of a responsible adult at all times and shall not be allowed to disturb or annoy park visitors.

A. 
No person shall:
(1) 
Have in his or her possession or control any slingshot, BB gun, paintball guns, fireworks or explosives within the park.
(2) 
Have in his or her possession or control any bow or arrow within the park.
B. 
In accord with Title 34, Game and Wildlife Code, of the Pennsylvania Consolidated Statutes, no person shall discharge a firearm into or upon park property.

A. 
All garbage/rubbish is to be deposited in trash containers provided and lids securely replaced, or placed in trash bags, securely tied, to be removed from the park by the user.
B. 
It is unlawful for any person to enter the park with straw, chips, paper, shavings, shells, ashes, swill, garbage, rubbish or refuse, or debris that has originated from outside the park, for the purpose of disposing of any of the rubbish, refuse or debris in the park; provided, however, that the foregoing prohibition shall not apply to the disposal of garbage or refuse in park containers that results from the normal use of the park for recreational or other lawful purposes.
It is unlawful for any person to remove, destroy, break, injure, mutilate or deface in any way any structure, sign, fence, wall, railing, vehicle, bench, tree, shrub, fern, plant, flower or any other property in the park. Climbing any fence is prohibited.
It is unlawful for any person to injure, deface or destroy any notice of the rules and regulations for the government of the park which shall have been posted or permanently fixed by order or permission of the Township.
No person shall sell, offer for sale, possess or consume any alcoholic beverage in the park.
It is unlawful for any person to cut, deface, mar, destroy or break, or write on or scratch, any wall, floor, ceiling, partition, fixture or furniture or use towels in any improper manner or waste soap or toilet paper in the park.
It shall be unlawful for any person to solicit for or conduct any business or to sell or offer to sell any article or service or solicit for charitable contributions in the park unless such person has been granted a special permit upon application to Greene Township. It shall be unlawful for any person to place or carry any structure, sign, bulletin board or advertising device of any kind whatsoever or erect any post or pole or make attachment to any notice, bill, poster, sign, wire or cord to any tree, shrub, fence, railing, fountain, pole, post or structures or place any advertising or like device upon any portion of the park, except when the Township issues written permission to allow temporary decoration on occasions of public celebration or holidays.
It is unlawful to use radios, tape machines, CD players and amplification systems in a loud manner that will interfere with others using the park, or with park neighbors, except by special permit issued upon application to the Township.
It is unlawful for any vehicle to be parked in any area which is not designated a parking area. Parking in unmarked areas is permitted only for loading and unloading.
It is unlawful to camp overnight or build open fires within or upon the park property except by special permit issued upon application to the Township. Cooking fires built in camp stoves or grills shall be permitted without special permit in areas designated for that purpose.
A. 
It is unlawful to urinate or defecate in the park except in a convenience station designed for that purpose. It is unlawful for any person to blow, spread or place any nasal or other bodily discharge, spit, urinate or defecate on the floors, walls, partitions, furniture, fittings or on any portion of any public convenience station or in any place in such station, except directly into the particular fixture provided for that purpose, nor shall any person place any bottle, can, cloth, rag or metal, wood or stone substance in any of the plumbing fixtures in any such station.
B. 
It is unlawful for any person to stand or climb on any toilet, toilet seat, basin, partition or other furniture or fitting.

Groups with reservations of the park pavilion shall have sole use of the pavilion area for the duration of their reservation. Reservation of a pavilion shall include access to water at fountains and bathroom sinks, electricity (multi-receptacle power strips not recommended) and restrooms. The reservation permit shall be conspicuously posted to advise the public of the reservation.

The tennis courts and basketball courts located in the park are for general use by the public, provided the following requirements are met:
A. 
Sneakers or tennis shoes must be worn on the courts at all times.
B. 
All other park regulations shall apply to the courts as well.
C. 
A court must be vacated after one hour's use (unless reserved for longer periods of time) when other persons are waiting to use the courts.
D. 
At no time shall other games or activities take place on the courts.
E. 
Climbing any of the fences surrounding the courts is prohibited.
A. 
The following acts/items are prohibited in the park:
(1) 
Smoking or the use of any tobacco products in all park buildings, in ballfield dugouts, in ballfield bleachers or bleacher areas and on ballfields proper.
(2) 
The throwing of stones, rocks, sticks, etc.
(3) 
Servicing any automobile on park property, including washing, repairing or performing other work, except in case of emergency.
(4) 
Climbing, pushing, pulling, kicking, standing on or otherwise damaging any fencing.
(5) 
Dropping or placing a lighted match, cigarette, cigar or other burning substance on the ground.
(6) 
Playing golf or hitting golf balls.
(7) 
Speedskating or skateboarding or any other act leading to unsafe conditions which could endanger the safety of others enjoying the park.
(8) 
Vending of any items unless authorized by the Board of Supervisors.
(9) 
The use of metal detectors.
B. 
Parents are responsible for the safety and behavior of their children in the play areas of the park. While the play areas are maintained and operated by the Township, supervision will not be provided.
Access to and use of the adult baseball field is limited to those persons who have applied for and received a special permit from the Township. Issuance of a permit for the use of the field shall be subject to such rules, regulations and fees as shall be determined from time to time by resolution of the Township Board of Supervisors. From March 1 each year through June 30, or until the end of any post-season play, the Chambersburg Area Senior High School shall have absolute priority access to and use of the adult baseball field.

A. 
Application for reservation for the exclusive use of a park pavilion or other facility may be made to Greene Township at the Township offices. Special permits may be issued subject to such rules, regulations and fees as shall be determined from time to time by resolution of the Township Board of Supervisors.
B. 
Nonenclosed park pavilions are open to general use by all park patrons when not reserved. Enclosed park pavilions are available by special permit issued upon application to the Township.
C. 
Any person or organization using the park or its facilities may be required to pay a fee or fees as determined by the Township Board of Supervisors for the purpose of ensuring routine maintenance of said facilities.
It shall be unlawful for any person, organization or association to conduct or participate in any organized entertainment, event, demonstration or public gathering or to make any address in a park without the written permission of the Township.
A. 
The Park Manager or Security Officer shall be authorized to remove any person from the park for violation of these rules and regulations. In addition to removal, a fine may be imposed on the violator in a summary proceeding before the District Magistrate. Any peace officer, as that term is defined under laws of the Commonwealth of Pennsylvania, shall have authority to enforce any of these rules.
B. 
A police officer, the Park Manager or the Township's designate shall have the right to exclude any person who violates any provision of this article or any laws of the Commonwealth of Pennsylvania for a period of not more than 30 days.
(1) 
Such exclusion order shall be issued for violation of park rules or regulations, or violation of other Township ordinance or state law, within the park area when such continued course of conduct would appear likely to present a clear and present danger to persons using the park or property within the park, or conduct likely to deny another person or persons the right to peaceful use and enjoyment of the park facilities.
(2) 
Violation of such an exclusion order, when in effect, shall be considered criminal trespass.
A. 
Any person found guilty of a violation of this article in a summary proceeding before a District Magistrate shall pay a fine of not more than $1,000, plus costs of repairing any damage to park facilities occasioned by the violation and the costs of prosecution, and in default of payment of such fine and costs of prosecution, shall be imprisoned for not more than 30 days, provided each day's continuance of a violation shall constitute a separate offense.
B. 
The provisions of this article may be enforced:
(1) 
By a law enforcement officer instituting summary criminal proceeding by citation or complaint as provided by law before the District Magistrate; or
(2) 
When the affiant is not a law enforcement officer, the affiant shall institute a summary criminal proceeding by filing a complaint with the District Magistrate as provided by law; or
(3) 
By another proceeding now or hereafter authorized by law, such as a civil suit for damages to park property.
