The office of Street Commissioner is hereby created by the Borough of Old Forge, Lackawanna County, Pennsylvania. The office is a management office, and the person appointed to and serving in said office shall not be part of any union or bargaining unit of employees of the Borough of Old Forge.
The Street Commissioner shall be appointed by a majority of all the members of Council, and he shall serve until the first Monday of January of each year succeeding his appointment and until his successor qualifies.

The Street Commissioner shall possess the following qualifications:
A. 
The Street Commissioner shall possess a high school diploma or general equivalency diploma/general education diploma.
B. 
Council may prescribe from time to time such further knowledge, skill and ability required by the Street Commissioner.
The Street Commissioner shall receive such compensation for his services as the Council shall prescribe, and the Council shall also establish the hours and days of work.
The Street Commissioner shall manage, administer, direct and coordinate the activities and employees of the Department of Public Works, which includes employees covered by the collective bargaining unit between the Borough of Old Forge and the Service Employees Union, Local 668, AFL-CIO. The Street Commissioner shall be under the direction of the Borough Manager and be responsible to the Council as a whole for the proper and efficient administration of the affairs of the Department of Public Works. Council may prescribe by resolution from time to time such further duties and responsibilities required of the Street Commissioner.
If the Street Commissioner becomes ill or must be absent from the Borough, he shall notify the Borough Manager and recommend a qualified employee of the Department of Public Works who shall perform the duties of Street Commissioner during his absence or disability. The person so designated may or may not be directed by the Borough Manager to perform said duties. The Borough Manager or Council reserves the right to direct any officer or employee of the Borough to perform the duties of Street Commissioner during the absence or disability of the person holding the office of Street Commissioner at the time.
