The Department of Utilities shall consist of the Water Bureau, the Sewer Utility, and the Parking Utility. The head of the Department shall be a Director who shall be qualified by education and experience. Unless separate appointments shall be made by the Township Manager as authorized by ordinance adopted by the Township Council, the Director of the Department shall also fulfill the responsibilities of Superintendent of the Water Bureau and Superintendent of the Sewer Utility and shall carry out the duties and functions of those positions as set forth herein and as assigned by the Township Manager.
The Department shall have the following duties and responsibilities:
A. 
To operate and maintain the Township's water supply and distribution system; maintain, repair, test and set water meters; maintain service maps and records; install and repair water mains, service connections, valves and appurtenances; and install, maintain and service all fire hydrants in the Township;
B. 
To operate and maintain the Township's sanitary sewer system, including all collector and interceptor sewers, sewage pumping stations and all other sanitary sewer installations, and install and repair sewer mains, lines and appurtenances;
C. 
To work with the Department of Finance to facilitate billing and collection of water and sewer accounts;
D. 
To administer, operate and maintain all parking facilities owned by or under the control of the Township, including, but not limited to, parking lots, parking decks and structures, and regulated street parking; and

E. 
To perform all other duties set forth in other ordinances regulating the Township's water, sewer and parking services, and to perform all other duties as directed by the Township Manager.
