A.
From and after the enactment of this chapter, all property owners,
tenants or occupiers of any residential, commercial or industrial
properties in the Borough of Dravosburg, including apartment complexes,
shall display the street number or address of such residential, commercial
or industrial property in a conspicuous and prominent place on or
over each front door, on the front transom bar, front transom glass
or front show window, over or on either side of the entrance, the
same number to be of paint, metal or enamel, and at least four inches
(101 mm) in height and a one-half-inch (13 mm) stroke, the color of
the numbers to be in contrast to the immediate background, and which
shall be visible from the street directly in front of said property,
and which street number shall be easily readable by passersby or emergency
vehicles on said street.
B.
It shall be unlawful for any property owner, tenant or occupier of
any residential, commercial or industrial property or building within
the Borough of Dravosburg, including apartment complexes, to cover
any house number set forth above with any sign, drapery or other obstruction
tending to conceal such number.
Any property owner, tenant or occupier of any residential, commercial
or industrial property or building within the Borough of Dravosburg,
or any person, firm or corporation who is the owner of said property,
and who shall violate any of the provisions of this chapter shall,
upon summary conviction thereof, be sentenced to pay a fine of not
more than $600 and the cost of prosecution, or upon failure to pay
such fine, to imprisonment for up to five days for each offense. Each
day that such offense shall continue shall constitute a separate violation
of this chapter.
The Code Enforcement Officer of the Borough of Dravosburg and
the City of McKeesport Police Department which provides police services
to the Borough of Dravosburg shall have concurrent jurisdiction to
enforce the provisions of this chapter, and the Code Enforcement Officer
of the Borough of Dravosburg or any police officer of the City of
McKeesport shall have sufficient authority to prosecute such offenses
in the name of the Borough of Dravosburg and to file complaints for
violations of the same before the appropriate Magisterial District
Judge.
