There is hereby established, pursuant to the authority of C.G.S. § 7-148(c)(2)(K), a special fund to be known as the "Parks and Recreation Round Fund" (the "fund"), which shall be available to the Parks and Recreation Commission (the "Commission") to conduct or sponsor programs, services and activities for residents of East Granby.
The fund shall not lapse at the end of any fiscal year.
The Commission shall insure that procedures are in place pursuant to which all revenues from any programs, services or activities conducted or sponsored by it are regularly accounted for. There shall also be deposited to the fund any sums regularly appropriated thereto and any gifts or grants specifically intended by the donor or grantor to be deposited therein. Nothing herein shall preclude the Commission from maintaining a petty cash fund not to exceed $50 as an adjunct of the fund. That a minimum balance of the fund shall not be less than $100 at any time.
Disbursement from the fund shall be made upon authorization or voucher of the Parks and Recreation Coordinator or the Chairperson of the Commission and shall not require prior appropriation. All checks shall require two signatures.
Administration of, accounting for, control and auditing of the fund shall be subject to oversight of the Boards of Selectmen and Finance.
