No person shall have access to the transfer station to dispose of municipal solid waste unless he or she has obtained a permit therefor.
Application for such permit shall be made at the Transfer Station/Recycling Center on a form to be provided, accompanied by proof of residency and the payment of a permit fee of $50.
The permit shall be prominently displayed on the permittee's vehicle or displayed to the attendant on request.
Each such permit shall expire on the last day of the fiscal year in which the same was issued, and a new permit must be applied for and obtained for each succeeding fiscal year. Successive years' permits shall be issued upon demonstration of continued residency and payment of $50.
No permit shall be required for the disposal of recyclable materials.
