Fees to operate, conduct or maintain an amusement arcade shall be as set forth within Chapter 89, "Amusement Arcades."

The following schedule of fees is hereby established with respect to permits and activities required or regulated under various chapters of the Code of the Village of Lancaster:
A. 
Residential construction permit.[2]
(1) 
Single-family residence: $100.
(2) 
Two-family residence: $200.
(3) 
Multiple dwelling (three or more dwelling units): $100 per dwelling unit.
(4) 
Additions, alterations, renovations or accessory structures.
(a) 
Additions, alterations or renovations to existing dwellings: $0.25 per square foot.
(b) 
Garage, porch, deck: $0.15 per square foot.
(c) 
Fences: $25 plus $0.10 per linear foot.
(d) 
Antennas, radio towers: $25 plus $0.10 per linear foot.
(e) 
Sheds: $25.
(f) 
Television dish: $25.
(g) 
Fireplaces and wood stoves: $25.
(h) 
Pools: $10 plus $6 per $1,000 of value or part thereof.

Miscellaneous.

Nonresidential construction permit.[3]
(1) 
New construction: $0.45 per square foot.
(2) 
Renovation of existing construction: $0.30 per square foot.
(3) 
Fences: $50 plus $0.10 per linear foot.
(4) 
Antennas, radio towers: $50 plus $0.10 per linear foot.
(5) 
Fuel pumps: $100 plus $0.25 per pump.
(6) 
Liquid containers.
(a) 
Up to 1,000 gallons: $50.
(b) 
One thousand one to 6,000 gallons: $100.
(c) 
Six thousand one to 12,000 gallons: $150.
(d) 
Twelve thousand one gallons and greater: $150 plus $6 per 1,000 gallons in excess of 12,001 gallons or part thereof.
(7) 
Miscellaneous.
(a) 
Up to $500 in value: $50.
(b) 
Five hundred one dollars to $1,000 in value: $75.
(c) 
One thousand one dollars in value and greater: $100 plus $10 for each $1,000 of value or part thereof.

C. 
Moving of buildings.
(1) 
From one location to another within the Village of Lancaster, having to cross a public thoroughfare: $300, plus provide a survey bond in the amount to be determined by the Village of Lancaster.
(2) 
From one location to another on the same property, not having to cross a public thoroughfare: $100.
D. 
Certificates of occupancy and temporary certificates.
(1) 
New construction.
(a) 
Up to $10,000 in value: $10.
(b) 
Ten thousand one dollars to $20,000 in value: $15.
(c) 
Twenty thousand one dollars to $50,000 in value: $25.
(d) 
Fifty thousand one dollars in value and greater: $30 plus $10 for each $50,000 of value or part thereof.
E. 
Site plan review. Where a building permit application, other than a building permit application relating to a premises used primarily as a single- or two-family dwelling, shall be subject to a site plan review, the building permit applicant shall tender in advance to the Clerk of the Village of Lancaster $150 in consideration of the cost to be incurred by the Village in administrating such site plan review. There shall be no fee for a site plan review where a building permit application subject to a site plan review relates to a premises used primarily as a single- or two-family dwelling.
F. 
Construction reinspections: $50.
G. 
Operating permits: $50.

Twenty-five dollars, payable to the Village of Lancaster to be submitted with each application for a certificate of appropriateness. The fee shall be refunded if the Village of Lancaster Historic Preservation Commission concludes that work described within the application constitutes ordinary maintenance or repair for which no certificate of appropriateness is required.

The following schedule of fees is hereby established with respect to permits and activities required or regulated under various chapters of the Code of the Village of Lancaster:
A. 
Demolition, removal or wrecking of a building or structure.
(1) 
Up to $1,000 in value: $40.
(2) 
One thousand one dollars to $5,000 in value: $60.
(3) 
Five thousand one dollars in value and greater: $60 plus $20 for each $5,000 of value or part thereof.
There shall be a charge of $0.25 for each page of records or documents reproduced pursuant to Chapter 257, Records, Art. I, Public Access.

There shall be no fee for a sale held pursuant to Chapter 167, Garage Sales.

The nonrefundable application fee for licenses issued pursuant to Chapter 234, Peddling and Soliciting, shall be $150.

A. 
There shall be charged for structural street encroachments a nonrefundable building permit application fee of $15 pursuant to Chapter 297, Streets and Sidewalks, Article II, Structural Street Encroachments.
B. 
Street openings.
(1) 
In accordance with the provisions of Chapter 139, Excavations, there shall be assessed as a charge to any individual who desires to open a portion of a public street in the Village of Lancaster the sum of:
(a) 
Twelve dollars for a cut or opening not exceeding three feet in width and 10 feet in length.
(b) 
Twenty four dollars for a cut or opening not exceeding three feet in width but more than 10 feet in length.
(2) 
In addition, if said cut or opening shall exceed three feet in width, an additional fee of $1 per square foot shall be paid.
(3) 
A "street" shall be defined as the area between highway boundaries, whether paved or not.

Appeals to the Zoning Board of Appeals. With respect to an application for a variance, variances or rezoning relating to a property zoned as residential, there shall be assessed a charge of $175 for each appeal to the Zoning Board of Appeals. With respect to an application for a variance or variances or rezoning relating to a property zoned other than residential, for each appeal to the Zoning Board of Appeals, there shall be assessed a charge of $175 for each distinct Village Code regulation from which a variance or rezone is requested.
A. 
All other permits not heretofore covered shall be assessed at a rate equal to the greater of $5 or such other rate which may be presently set forth in the Village ordinances, local laws or Code of the Village of Lancaster.
B. 
Sign permits. There shall be a charge of $15 for each sign permit issued by the Village of Lancaster. A bond or insurance certificate in the minimum amount of $25,000, approved by the Village Attorney as to form and sufficiency of sureties and/or insurance companies involved, shall be given and accompany the application, indemnifying the Village against all loss, damage or expense which could conceivably be incurred as a result of the erection, maintenance and/or use of such sign.

C. 
Dumpster permits. There shall be a charge of $25 for each dumpster permit issued by the Village of Lancaster.

D. 
As to small wireless facilities as defined in Chapter 120, the fee to be submitted with an application required by § 120-4J shall be $500 for up to five small wireless facilities and $100 for each small wireless facility thereafter.

E. 
As to small wireless facilities as defined in Chapter 120, the reimbursement for the use of the public right-of-way required by § 120-4S shall be $270 annually.

F. 
Tax search certificate. There shall be a charge of $50 for each tax search certificate.

For the purposes of this chapter, the following schedule shall establish values for work or construction.
A. 
Residential.
(1) 
New construction (dwellings): $55 per square foot.
(2) 
Renovation (dwellings): $30 per square foot.
(3) 
Accessory structures: $15 per square foot.
B. 
Nonresidential.
(1) 
New construction: $70 per square foot.
(2) 
Renovations: $40 per square foot.
C. 
Items of work or construction not defined by either Subsection A or B above shall be estimated using the current editions of "Means" Cost Estimating Guides.
