[HISTORY: Adopted by the Board of Trustees of the Village of Lancaster 1-12-1959 as Chapter VIII of the Ordinances of the Village of Lancaster (Ch. 51 of the 1976 Code). Amendments noted where applicable.]

No person shall blast or cause to be blasted any rock or other substance, with powder, dynamite or other explosive, within 800 feet of any building not owned or controlled by the person directing the said blasting, or within 800 feet of any highway or public place within the Village, without the written permission of the Mayor.
In blasting within the Village, no charge shall be used larger than is necessary properly to start the rock, nor such as will endanger persons or property.
Before firing, all blasts shall be covered with rope netting, heavy timbers chained together or other suitable screens of sufficient size, weight and strength to prevent the escape of broken rock or other material in a manner liable to cause injury or damage to persons or property.
No person shall fire or explode, or direct or cause to be fired or exploded, any blast in or near any highway or public place in the Village unless competent men, equipped with red flags, shall have been placed at a reasonable distance on all sides of the blast to give proper warning thereof at least three minutes in advance of firing.

Any person committing an offense against any provision of this chapter shall, upon conviction thereof, be punishable as provided in Chapter 1, General Provisions, Article II, Penalties for Offenses, of the Code of the Village of Lancaster.
