All streets and sidewalks to be offered for dedication to the Village of Cazenovia shall be constructed in accordance with the standards and specifications set forth in this chapter and article. Unless otherwise indicated, the standards set forth in Chapter 155, Subdivision of Land, of this Code, shall be deemed a part of this chapter and applicable by reference.
Unless otherwise indicated, all words and terms used in this article shall have the same meaning as set forth in Chapter 155, Subdivision of Land, of this Code.
Prior to the commencement of street construction or reconstruction,
plans shall be prepared by a New York State licensed engineer and
submitted to the Village for review and approval. The plans will show
original ground elevations, proposed rights-of-way, finished grades,
center line profiles, typical cross-section, geometry, proposed drainage
facilities and other utilities.
A.
Grades. Grades shall be designed and constructed in accordance with the provisions of § 155-8 of this Code.
B.
Right-of-way. Minimum right-of-way widths shall be in accordance with the provisions of § 155-8 of this Code, except as may be otherwise expressly permitted and approved by the Village's engineer and the Village Planning Board.
C.
Curves. Curves shall be designed and constructed in accordance with the provisions of § 155-8 of this Code.
D.
Culs-de-sac. Cul-de-sacs shall be designed and constructed in accordance with the provisions of § 155-8 of this Code.
E.
Drainage facilities.
(1)
Streets shall be designed with a closed drainage collection and conveyance
system (catch basins, manholes, and piping) with a capacity for ten-year
developed runoff. The minimum pipe size shall be twelve-inch diameter.
Drainage inlets shall be a maximum of 400 feet apart and shall not
be located in driveways.
(2)
Drainage structures and piping located in the street right-of-way
are to be designed to H-25 loading. Drainage structures (manholes
and catch basins) are to be four-foot diameter precast concrete, with
frames and grates approved by the Village Public Works Administrator.
All catch basins shall have an eighteen-inch sump. Culverts shall
have flared end sections and rock outlet protection designed in accordance
with NYSDEC standards.
(3)
The right-of-way and street section shall be designed to provide
stabilized over-land conveyance of the one-hundred-year storm event.
F.
Utilities.
(1)
All utilities shall be located within the street right-of-way wherever
possible. Easements containing utilities outside the right-of-way
must be properly described and will be subject to approval by the
Village Planning Board and Village Attorney. All utilities, including
laterals, shall be installed before construction of the subgrade and
subbase course.
(2)
Utility structures shall not be located in the street pavement, and
piping shall not be installed under more than half of the street except
at perpendicular crossings. All utility trenches installed under the
pavement area must be backfilled with approved granular material.
(3)
All power and communication lines shall be installed underground,
unless otherwise specifically approved by the Village of Cazenovia
Planning Board.
G.
Street agreement guarantee.
(1)
Where an existing Village street is to be reconstructed by a private
party, a certified check, bond, or other security acceptable to the
Village and approved by the Village Attorney, in an amount equal to
the value of the work to be performed (or such other amount as may
be specifically approved by the Village Board of Trustees), shall
be deposited with the Village Clerk before any building permit is
issued, to insure completion as to time and specifications. This deposit
shall be returned at the time of satisfactory completions of the work
as approved by the Village Public Works Administrator.
(2)
A certified check, bond, or other security acceptable to the Village
in the amount of 5% for the roadway construction cost shall be submitted
to and held by the Village as a materials and workmanship guarantee
for a period of one year after final acceptance of the top course
of asphalt by the Village Public Works Administrator.
H.
Street widths. Street pavement widths shall be in accordance with
Details 1 and 2 set forth at the end of this chapter and the following
specifications:
I.
Street subgrades. Street subgrades shall be constructed in accordance
with Details 1, 2 and 3 set forth at the end of this chapter and the
following specifications:
(1)
Preparation. All topsoil, roots, organic matter, rubbish, or other
debris shall be removed from the full width of the street subbase,
utility and drainage footprint, prior to grading.
(2)
Fill areas. If the street design requires fill to meet proposed subgrade
elevations, the fill material shall conform to New York State Department
of Transportation Section 203. Select Borrow and Fill. The fill source
must be approved by the Village Public Works Administrator prior to
placement. Fill material shall have a minimum dry weight density of
95% standard product (ASTM D1557), and be placed and compacted in
six-inch lifts.
(3)
Grading. The subgrade shall be evenly graded and compacted to conform
to the slopes and widths of the finished street surface. The surface
shall be sealed with a flat surface roller.
(4)
Compaction. The proposed subgrade must be compacted and tested in
accordance with New York State Department of Transportation standards.
The prepared subgrade must be approved the Village Public Works Administrator
prior to placement of the geotextile fabric or of any base material.
J.
Geotextile fabric. Geotextile fabric shall be selected from the latest
NYSDOT Materials and Equipment Approved List for Geosynthetics for
Highway Construction. Installation shall be in accordance with NYSDOT
Section 207.
K.
Granular base. Granular road base material shall be installed in
accordance with Details 1, 2 and 3 set forth at the end of this chapter
and shall comply with New York State Department of Transportation
Section 304 and must be pre-approved by the Village Public Works Administrator.
Certification of the material source may be required. Granular material
placement will be in maximum six-inch lifts. Compaction testing in
accordance with New York State Department of Transportation Standards
must be performed to the satisfaction of the Village Public Works
Administrator.
L.
Underdrains. Underdrain pipe material shall be installed in accordance
with Details 1 and 2 set forth at the end of this chapter and shall
conform to NYSDOT Item 605.15-Perforated Corrugated Polyethylene Underdrain
Tubing, six-inch Diameter, while the underdrain filter material shall
conform to NYSDOT Item 605.1001-Underdrain Filter, Type II, of the
NYSDOT Standard Specifications. All underdrains shall terminate at
a drainage structure, or shall be daylighted through the side slope.
Geotextile shall conform to NYSDOT 207.22-Geotextile Underdrain, of
the NYSDOT Standard Specifications. Use only geotextiles approved
for use with underdrains in the latest NYSDOT Approved List for Geosynthetics
for Highway Construction, as listed within Materials and Equipment
for Use on New York State Department of Transportation Projects. Geotextile
underdrain shall be installed according to the requirements of Section
207 of the NYSDOT Standard Specifications.
M.
Pavement. Asphalt pavement material shall be installed in accordance
with Details 1, 2 and 3 set forth at the end of this chapter and the
following specifications:
(1)
Asphalt pavement material shall comply with NYSDOT Section 401 bituminous
hot-mix asphalt concrete for Type 1 base (for arterial streets only),
Type 3 binder, and Type 7 top.
(2)
Cold mix asphalt in accordance with NYSDOT Specifications Section
405, may be substituted for the binder course with permission of the
Village Public Works Administrator.
(3)
Plant certification of each load delivered is required. The asphalt
temperature delivered to the paver must be 250° F. or higher.
(4)
No asphalt will be installed during inclement weather or when temperatures
are below 50° F. without permission of the Village Public Works
Administrator.
(5)
Vibratory compaction shall be in accordance with NYSDOT Section 401-3.12
requirements.
(6)
Placement of the asphalt top course may be delayed to allow binder
and subbase settlement, or if additional development will be occurring
in the area. The Village Public Works Administrator will determine
when the asphalt top course is to be installed.
(7)
Asphalt shim courses and tack coat may be required prior to placement
of the top course.
Sidewalks shall be installed in accordance with Details 4 and
5 set forth at the end of this chapter and the following specifications:
A.
Sidewalks shall be constructed of 4,000 psi fiber mesh reinforced
concrete to dimensions and locations specified by the Village. The
maximum size of course aggregate shall be 1 1/2 inch. Concrete
shall have a slump of between 1 1/2 and four inches. The concrete
mixtures shall have air content by volume of concrete, based on measurements
made immediately after discharge from the mixer of 5% to 7%. Air content
shall be determined in accordance with ASTM C 231. Compounds containing
calcium chloride shall not be used.
B.
Sidewalks shall be four inches thick and reinforced with fiber mesh
at all locations, except in driveways where the depth will be six
inches.
C.
Special care must be given to see that fiber mesh is fully incorporated
into concrete prior to placement.
D.
Fiber mesh found not to be incorporated at time of placement may
cause rejection of the entire concrete load.
E.
Concrete after placement that is found to have pockets of fiber mesh
may cause the contractor to remove and replace concrete at the contractor's
expense.
F.
Subgrade shall be maintained in a smooth, compacted condition in
conformity with required section and established grade until concrete
is in place. Subgrades and forms shall be wet down sufficiently in
advance of the placing of concrete to insure a firm and moist condition.
G.
Sidewalks shall be grooved at right angles to sidewalks at intervals
equal to width of sidewalks, unless otherwise specified, and shall
also be constructed in accordance with the following standards:
(1)
The control joint groove depth will not exceed 25% of the walk thickness.
(2)
One-half-inch preformed bituminous expansion shall be installed where
sidewalks abut against curbing or other concrete construction.
(3)
Expansion joints shall be installed in a straight run of sidewalks
at intervals of not more than 20 feet.
(4)
Joint material shall extend from a level 1/4 inch below the surface
of the sidewalk to the underside of concrete.
(5)
Village standard sidewalk dimensions are five feet wide with scored
five-foot modules.
H.
Sidewalks shall have a brushed surface perpendicular to direction
of travel.
I.
Dusting to absorb surface water will not be permitted.
J.
Joints and edges shall be rounded with an approved edging tool.
K.
All concrete must be protected until fully cured. Damaged section(s)
must be replaced if vandalism occurs during the curing process.
L.
All new Village streets shall include a pedestrian sidewalk on at
least one side of the street. All sidewalks shall comply with the
most current version of ADA standards, with a maximum sustained (>30
feet) slope of 5%. No sidewalk ramp slope will exceed 8%, except for
non-traveled curb cut wings (maximum 10%). Sidewalk cross slopes will
not exceed 2%. Minimum sidewalk width for new sidewalks shall be five
feet.
Streetlighting shall be provided for all Village streets. Lighting
poles and fixtures shall be selected from those available from National
Grid, and as specified by the Village of Cazenovia Planning Board.
All lighting fixtures shall be shielded, downward directed, and "Dark
Sky" compliant. Pole height, pole location, and fixture type shall
be determined by the Village Planning Board and National Grid. All
lighting wiring shall be installed underground.
The maximum driveway slope within the street right-of-way shall
not exceed 10% and shall be designed to prevent vehicle scraping at
the street. The minimum driveway width at the edge of the street shall
be 12 feet.
A.
Any excavation in existing street pavement shall be filled to the
full depth of the existing subgrade with granular material approved
by the Village Public Works Administrator and compacted in six-inch
lifts. Compaction testing by an independent third party may be required.
Pavement and road base material will be replaced in-kind. The existing
pavement will be sawcut to provide a uniform seam. All pavement seams
are to be sealed.
B.
The contractor responsible for any street excavation shall be responsible
for any necessary maintenance and/or repairs to the disturbed street
area for one year from the time of the completed work. A refundable
security deposit may be required by the Village Public Works Administrator.
All new streets shall include curbs or asphalt "tip ups" as
determined by the Planning Board.
