A. 
Organization. The Police Department of the City shall consist of a Chief of Police, Sergeant, and such other regular, special or relief patrolmen as may be appointed from time to time. In case of the absence or disability of the Chief of Police, the officer next in command shall become acting Chief of Police during his absence or disability.

B. 
Appointment. The Chief and members of the Department shall be appointed pursuant to § 62.13, Wis. Stats.

Compensation. Compensation for the Chief and members of the Department shall be established by the Common Council.

B. 
Duties.
(1) 
Under direction of the Mayor. The Chief of Police shall have command of the police force of the City under the direction of the Mayor and shall obey all lawful written orders of the Mayor and Council.
(2) 
Supervision of equipment. The Chief of Police shall have custody, care and control of the public property and equipment of the Police Department. He shall conduct periodic surveys of such property and equipment, arrange for the salvaging of discarded or impaired items, and submit recommendations as to future needs.

To obey orders of Chief and Sergeant. The members of the police force shall obey the orders of the Chief of Police and Sergeant and shall report to the Chief of Police and Sergeant all violations of state law or City ordinances.

B. 
Not to communicate orders. No member of the police force shall communicate to any person any information which shall enable persons to escape from arrest or punishment or enable them to dispose of or secrete any goods or other valuable things stolen or embezzled.
C. 
Withdrawal of complaint. No member of the police force shall compound any offense committed against person or property, or withdraw any complaint therefor, unless by the written consent of the Chief of Police.
D. 
Civilians to assist. All persons in the City, when called upon by any police officer, shall promptly aid and assist him in the execution of his duties.
