A.
No person
shall permit any junked or abandoned vehicles to be stored or parked
upon any public street, alley, highway or other public property or
parked on any premises occupied by or owned by him unless the junked
vehicle is parked in an enclosed building. A vehicle shall be considered
junked or abandoned if it is not licensed for the current license
year or if it is not in operable condition such that the vehicle will
not start and move.
B.
No person shall accumulate or store vehicle parts outside of any building on any public or residentially zoned private property. "Vehicle parts" shall include all parts of and from vehicles as defined in Subsection C below.
C.
Definition
of "vehicle." For purposes of this section, in addition to the definition
provided by § 340.01(74), Wis. Stats, which is incorporated
herein, the definition of "vehicle" shall also include snowmobiles,
all-terrain vehicles, utility terrain vehicles, boats, implements
of husbandry, road machinery and similar devices.
No person shall perform a major overhaul of any vehicle or permit
any other person to perform a major overhaul of any vehicle on premises
located in a residential zone unless the person performing the overhaul
is the occupant of the premises and the owner of the vehicle and the
work is done inside an enclosed building. For purposes of this section,
a major overhaul shall be seen as the repair, alteration or restoration
of a motor vehicle which involves the removal of the paint or major
parts of the disassembly of major parts of a motor vehicle, including,
without limitation, to the engine, body, interior seats, drive train
and equipment necessary for the operation of the vehicle. No person
shall perform a major overhaul of any vehicle or permit any other
person to perform a major overhaul of any vehicle on any premises
in a business, commercial or industrial zone, unless the overhaul
is performed at an approved automobile repair establishment.
No person shall park or permit any other person to park any
unlicensed, unregistered, inoperable, or junked vehicles which are
used for recreational purposes, including, without limitation because
of enumeration, boats, snowmobiles, travel trailers, cargo trailers,
campers, all-terrain vehicles, and motor homes, on premises in a residential
zoning area, unless they are stored within an enclosed building. No
person may park or permit any other person to park any other vehicle
used for recreational purposes in any required front yard, corner
yard, any public street, alley, highway or other public property in
a residential zone unless stored on an approved hard surface driveway.

Any automobile left in violation of this chapter may be impounded
and disposed of pursuant to and under the provision of § 342.40(2)
to (4), Wis. Stats. The provisions of § 342.40(2) to (4),
Wis. Stats., are hereby incorporated herein, including any amendments
thereto.
Any person who shall violate any of the provisions of this chapter shall, upon conviction of such violation, be subject to a penalty as provided in § 1-4 of this Municipal Code.
