A.
There is hereby created the Office of Workforce Development, Training
and Youth Corps, which shall administer the aforementioned WIB programs[1] previously performed by the private contractor.

Editor's Note: The "WIB programs" are the Workforce Investment
Board programs included in the introductory clauses of Ordinance No.
16-2011: employment and training units, education/literacy unit, youth,
adult and dislocated worker programs for the WorkFirst NJ "to work"
clients and WorkFirst investment clients.
B.
The Office of Workforce Development, Training and Youth Corps shall
be placed within the County's Department of Administration and shall
report to the County Administrator.
C.
The County employees currently administering the Social Case Management
unit programs, as part of the aforementioned WIB programs, within
the County's Department of Family and Community Development, shall
remain in that department. There will be no effect on any of the rights,
privileges and entitlements belonging to said employees either under
the provisions of state civil service statutes and regulations, County
policies or union contracts, where applicable.
D.
The County Administrations and County Division of Human Resources
shall take any and all steps necessary to effectuate the transfer
of employees who will be impacted by the transfer to the Department
of Administration from their current affiliation with the Department
of Family and Community Development into their new affiliation with
the County Department of Administration.
E.
This new office of County government shall be operated by a classified
civil service employee.
