The purpose of this chapter is to require the numbering of all houses or other buildings to facilitate, promote and accelerate transportation, communication and the supply of municipal services, including fire, police and ambulance services, and to otherwise promote the public safety and general welfare of the residents of Penn Township.
As used in this chapter, the following terms shall have the meanings indicated:
BUILDINGS
Includes all principal buildings, such as but not limited to single- and multiple-family dwellings, offices, places of business, public service facilities, churches and other institutions, but shall not include accessory buildings on the same lot that are occupied by the same person as the principal building on such lot.
From and after the effective date of this chapter, the Township shall assign street or road names and numbers to all buildings in the Township.
A.
Every owner and occupant of every building within the Township shall cause this number so assigned to be posted conspicuously on the street side of the building or on the entrance gate post or beside the driveway, in such a manner that it can be read during the daylight hours from the road or street by persons of normal vision.
B.
Said numbers are to be of a durable light-reflecting material or to be of a color which contrasts with the immediate background, and be at least three inches high for residential uses and 5 1/2 inches high for nonresidential uses.
C.
In all cases of new construction, the Township shall assign a number at the time the building permit is issued, and such number shall be displayed no later than the time the building is ready for use and occupancy.
Any person or persons, firm or corporation which shall number any building contrary to the provisions of this chapter or to the instructions of the Township or who shall fail, neglect or refuse to number a building within 90 days after receipt of notice to do so from the United States Postal Service or the Township shall be subject to the penalties as set forth in the Penn Township Code, Chapter 1, Article II, General Penalty.
