Wherever a space is marked off on any street for the parking
of an individual vehicle, every vehicle parked there shall be parked
wholly within the lines bounding that space, and it shall be a violation
of this article for any person to park a vehicle or allow it to remain
parked otherwise.
No person shall park a vehicle upon any of the streets or parts
thereof described below except at the angle designated and only within
the painted stall lines. On all streets or portions thereof where
angle parking is now or shall hereafter be authorized, all vehicles
parked thereon shall be parked with the front thereof nearest curb.

B.
It shall be unlawful for any person, firm or corporation, whether
principal or agent, to construct any fence, wall or otherwise block
or impede means of ingress or egress to the private property of another
to such an extent, in such a manner or for such a period of time as
to create a hazard or impair public safety.
A.
Residential parking permit zones.
(1)
Legislative purpose. It is the legislative purpose of the Board of
Commissioners to assist, when feasible, residents of the area of the
Township who suffer from vehicular congestion resulting from the existence
of limited numbers of curbside parking spaces and large numbers of
nonresidents competing with residents for curbside parking spaces
and/or from parking regulations designed to control the flow of vehicles
which ultimately work a hardship on residents of such areas. The adverse
conditions include, but are not limited to, hazardous traffic conditions,
air pollution, excessive noise and refuse, unreasonable burdens in
gaining access to residences, reduced traffic safety, reduced pedestrian
safety, particularly for children and senior citizens, reduced efficiency
in the movement of emergency vehicles and general reduction in the
quality of life.
(2)
PARKING PERMIT
PERMIT PARKING DISTRICT
VEHICLE
As used in this section, the following terms shall have the meanings
indicated:
Either a resident parking permit or a visitor parking permit
authorized by this section.
An area of the Township which may also be described as along
a specific street, which is zoned predominantly developed for residential
use, where curbside parking either is prohibited or is limited to
not more than two consecutive hours by other provisions in this Code,
from Monday to Friday, except on legal holidays, which is designated
as such a district by an ordinance, and within which such parking
restrictions will be waived for vehicles properly displaying parking
permits authorized by this section.
An automobile, motorcycle, moped, van or jeep, but does not
mean a truck, trailer or camper.
(3)
Designation of permit parking districts.
(a)
The Board of Commissioners may, by ordinance, designate permit
parking districts when it determines that residents of the proposed
permit parking district are adversely affected by entry into the area
and curbside parking by nonresidents in vehicles and/or by parking
regulations in effect which are designed to control use of curbside
parking, but which work a hardship on area residents, after taking
into consideration the following:

The difficulty or inability experienced by residents of the
proposed permit parking district in obtaining curbside parking reasonably
accessible to their residences;
[2]
The likelihood of alleviating such conditions by the use of
the permit parking system established by this section;
[3]
The desire of the residents of the proposed parking permit district
for the institution of a permit parking system and willingness of
those residents to bear the costs incidental to the issuance of parking
permits and administration of the permit parking system authorized
by this section; and
[4]
The desirability of establishing a permit parking district in
view of the proportion of actual residential use to other uses in
the proposed permit parking district.
(b)
The following are hereby established as special permit parking
zones, and it shall be unlawful for any person to park any vehicle
except those displaying an official Radnor Township "permit only"
sticker which shall be issued by the Police Department. Permits will
be issued only to those persons who can establish that they are full-time
residents in a property abutting the zone and that the property in
which they reside has no off-street parking.

Posting of signs. Upon designation by the Board of a permit parking
district, the Township Public Works Department shall erect signs giving
notice of the restrictions.
(5)
Issuance of resident parking permits.
(a)
Subject to the provision of Subsections A(5)(b), (c), (d) and (e) of this section, the Police Department shall issue to an applicant who has submitted a permit fee of $10 and a completed permit application form one or two parking permits for up to two vehicles described in the application, provided that the applicant establishes that his off-street parking space is inadequate for such vehicles. If the applicant's property has a driveway, that permit shall be issued only for the second vehicle registered at that address.
(b)
Except as provided in Subsection A(5)(e) of this section, no resident parking permit shall be issued for a vehicle unless its owner (or joint owners) and one of its principal operators resides within the permit parking district for which the permit is sought and the residence is in compliance with the single-family provision of Chapter 280, Zoning.
(c)
Except as provided in Subsection A(5)(e) of this section, a resident parking permit shall be issued only to an owner (or joint owners) who is also one of the principal operators of the applicable vehicle.
(d)
Except as provided in Subsection A(5)(e) of this section, a resident parking permit shall be issued only for a vehicle which is registered to the home address of the applicant within the permit parking district.
(e)
The provisions of Subsections A(5)(b),(c) and (d) of this section may be waived when an applicant establishes to the satisfaction of the Police Department that he or she is a resident of the permit parking district for which a permit is sought, that he or she is the principal operator of the motor vehicle for which a permit is sought and that the vehicle is either a leased vehicle or company car supplied to the applicant by his or her employer for general use.
(f)
Each residential parking permit shall expire on December 31
of the year in which it was issued, unless renewed as set forth below.
(6)
Renewal of residential parking permits. Upon submission by the holder
of a resident parking permit of a renewal fee of $10 and a completed
renewal application on or before the expiration date of the applicable
permit, the Police Department shall issue a new resident parking permit
to the applicant.
(7)
Transfer of resident parking permits.
(a)
Upon submission by the holder of a resident parking permit of
a transfer fee of $10 or $5 if the application is filed after June
30 in any year, and a permit transfer application, the Police Department
shall issue a transferee who qualifies as a holder of such permit
a new resident parking permit for the same vehicle.
(b)
The transfer of a resident parking permit shall not affect its
expiration date.
(8)
Issuance of visitors' parking permits.
(a)
Upon application of a resident of a permit parking district
and submission of a fee of $5, the Police Department shall issue to
the applicant a visitor's parking permit valid for a period not exceeding
90 days for use by bona fide guests of the applicant or by a person
doing business with the applicant at his residence, provided that
the applicant establishes that his off-street parking space is inadequate
for such vehicle.
(b)
No more than two visitors' parking permits shall be issued to
any one household at any one time, provided that the applicant provides
satisfactory proof of sufficient frontage of his property on a public
street to accommodate the vehicles permitted.
(9)
Use of resident parking permits and visitors' parking permits.
(a)
All parking permits shall be placed on the back of the inside
rear view mirror of the vehicle or displayed in or on vehicles in
such a manner as may be prescribed by the Police Department.
(b)
A parking permit shall not guarantee or reserve a parking space
within a permit parking district. A parking permit shall not authorize
the standing or parking of any vehicle in any place (such as next
to fire hydrants) where the stopping or parking of vehicles is set
aside for specific types of vehicles. A parking permit shall not excuse
the nonobservance of any traffic regulation other than a general parking
prohibition or a two-hour maximum parking limit, as applicable, then
in force in the permit parking district.
(c)
Until its expiration, surrender or revocation, a parking permit
shall remain valid for such time as the holder continues to reside
within the same permit parking district.
(d)
Whenever the holder of a parking permit or the vehicle for which
the permit was issued no longer fulfills one or more of the applicable
provisions of this section, the holder shall surrender the parking
permit in the manner prescribed by the Police Department. There will
be no refunds of any portion of a fee previously paid.
(e)
A parking permit shall be valid only in the permit parking district
for which it is issued.
(f)
The person to whom a parking permit is issued shall be responsible
for the use or misuse of any parking permit issued to such person.
(10)
Exemption for the physically disabled. The provisions of this
section shall in no way supersede the provisions of any present or
future provisions of the Township Code relating to parking by physically
disabled persons.
(11)
Rules and regulations.
(a)
The Police Department shall promulgate rules and regulations
relating to the implementation and enforcement of the provisions of
this section.
(b)
When promulgating rules and regulations, the Police Department
shall make every reasonable effort to devise methods to preserve the
integrity of the permit parking system.
(12)
Violations and penalties. Any person violating any provision
of this section shall be subject to revocation of his or her permit
and, upon summary conviction, be fined $15 for each violation, together
with the costs of prosecution. If the fine is paid voluntarily within
five days of the violation, then no costs shall be charged. The amount
of any fine paid within five days shall be reduced to $15, plus costs.

A.
Any person who violates any provision of this article shall, upon
conviction, be sentenced to pay a fine of not more than that specified
for violation in the most current Consolidated Fee Schedule, as enacted
and ordained by the Radnor Township Board of Commissioners.

C.
Other parking violations. All violations are payable within five
days. Coins are not accepted.

Payment procedure. Any person who receives notice of a violation under Subsection B or C shall pay the penalty imposed for such violation within five days after the date of such notice. Payment for violations shall be made by mailing the ticket along with a check or money order in the amount specified on the ticket or payment may be made at the Radnor Township Municipal Building.
E.
Late fee procedure. If Radnor Township has not received payment for
a violation within five days after the date of violation, a late fee
of $20 in addition to the fine will be assessed. Failure to pay this
fine and/or late fee within 30 days of the violation will result in
issuance of a summons and prosecution before a District Justice.
F.
Procedure to contest violation. Any person who wishes to contest
a violation under this article shall contact the Office of the District
Justice.
G.
A notice of violation of any provision of this article shall be placed
on the vehicle parked in violation, such a notice to contain instructions
to the owner or operator of such vehicle that, if he shall report
to the Police Department of the Township of Radnor and pay the penalty
imposed for violation within five days after the time of such notice,
or if he shall place such sum within the envelope provided and mail
it to the Township within such time limit, the same shall save the
violator from prosecution and from payment of the fine and costs above.
