The Mayor and City Council have determined that it is desirable and appropriate to establish an Event Planning and Recreation Advisory Committee to promote community spirit, to provide for recognition and celebration of certain historical events, and to provide for City-sponsored social events and parades, and for recreational opportunities for the residents.
Pursuant to the authority vested in the City Council of the City of Garfield under and by virtue of N.J.S.A. 40:81-13 et seq., there is hereby created the Event Planning and Recreation Advisory Committee of the City of Garfield.

The Event Planning and Recreational Advisory Committee shall consist of up to 11 members, with a diverse range of business interests, all of whom may or may not be residents of the City of Garfield. Committee members will serve without compensation.
A. 
The members of the Event Planning and Recreation Advisory Committee shall be appointed by the City Council.
B. 
The term of office shall be three years. The terms of the original appointments shall be from one to four years, to the end that no more than four terms will expire in any one year.

C. 
If a vacancy in any term shall occur, otherwise than by expiration of the term, it shall be filled by appointment as above provided for the unexpired term.
D. 
The Mayor shall choose, from among the members of the Event Planning and Recreation Advisory Committee, a Chairman and such other officers as he may deem necessary. The Mayor, or his designee, shall be an ex officio member thereof.
E. 
Members may be removed for inefficiency, neglect of duty or malfeasance in office. Any member who is absent from three consecutive meetings without being excused from attendance by a majority of the Committee shall be removed from membership in this Committee by the Garfield City Council.
F. 
Each member and officer of the Committee shall, before assuming office, take and subscribe to an oath that he or she will faithfully and impartially discharge the duties of his or her office.
G. 
A majority of the appointed members shall constitute a quorum of the Committee.
The duties of the Event Planning and Recreation Advisory Committee shall be as follows:
A. 
To identify certain traditional City celebrations as well as other important celebrations or events and to recommend to the Administration a list of those celebrations in which the City should participate through a City-sponsored event.
B. 
To participate in the planning of those events which the Mayor and Council agree to support.
C. 
The Committee shall meet on a monthly basis and it shall develop an annual plan for events to be approved by the Mayor and Council.
D. 
The Committee shall report to the Mayor and Council on the results of each event that has been held and to provide an assessment as to each event which shall include recommendations for any improvements.
E. 
The Committee shall at least twice annually survey each public recreational facility and program and report, in writing, to the City Council. It shall make recommendations for the conduct, construction, maintenance, abandonment and supervision of playgrounds, athletic fields, recreation centers and other facilities and activities on any property owned or controlled by the City. It shall recommend any form of recreation or cultural activity that will employ the leisure time of the people of the City in a constructive and wholesome manner.
The Event Planning and Recreation Advisory Committee shall receive, from all officers and official bodies of the City, such assistance as may be required by it in performing its duties. The Committee shall have access to City public information and records which may assist in the performance of its duties.
The Event Planning and Recreation Advisory Committee shall expend no money without the approval of the Mayor and Council.
