The operating departments of the City shall be subject to the direction and supervision of the City Manager to the extent authorized by Section 5.4(2) of the City Charter. The City Manager may from time to time establish, abolish, consolidate and reorganize said departments and the City's work force, provided the City Council approves the City Manager's written plan to said effect by ordinance.

There is hereby created the Department of Public Works which shall consist of the Director of Public Works who shall be the City Engineer and head of the department and all officers and employees assigned hereto. All such officers and employees shall perform their duties subject to the supervision of the Director.

The Department of Public Works shall have charge of and supervision over the care, maintenance and construction of all streets, sidewalks, alleys and public ways; the construction, operation and maintenance of all storm water and sanitary sewers and all street gutters and drains and the appurtenances thereto; further, the department shall have charge of the street lighting system and shall be responsible for the maintenance, repair and extension thereof.

All physical properties of the City, including the water distribution system, parks, playgrounds and all municipal utilities not assigned to some other department or office, shall be and are hereby assigned to the Department of Public Works. The Director of Public Works shall be custodian of all tools, equipment and other personal property belonging to the City and not assigned to the care of the City or any other public officer.
